HomeMy WebLinkAbout04-21-2009 ~ Minutes of the Auburn Airport Advisory Committee Apri121, 2009 s:oo am Northwest Aviation College Classroom 1 Attendance: AAB Members: Robert Myers, Chair Mark Babcock Lee Potter Tom Matson Airport Management: Jamelle Garcia, Linda Eskesen City of Auburn Shelley Coleman Guests: Mark Hovind Meeting called to order at 8:01 am • First order of business was to approve the minutes of the last meeting. Motion was made, seconded and unanimously passed that the minutes of March 17, 2009 minutes are approved at this time. Old Business Taxiway Construction 2007/2008 update - Garcia reported the time line for the construction is now planned for the beginning of June 2009 instead of the middle to end of June. Mr. Garcia reported notice will be sent to tenants advising them of the change. Additionally another meeting is scheduled for Apri124, 2009 to discuss phasing. Then a preconstruction meeting will be planned for the middle to end of May 2009. Storm Water Update - Garcia looked at the Armstrong property which is adjacent to airport property and noted during heavy reains there are sheets of water from the south to north end of Arstrong property which is entering the airport's east/west storm water ditch. Mr. Garcia also mentioned we need to slow down the water in the ditch so it doesn't back up on 30th but dam the water near Armstrong's property. Bob Myers asked if we have a storm water specialist. The response was that we need to write a letter to the City concerning it. Hangar Rows 2-8 Condition Survey - Garcia presented a visual map of hangar areas 2-8, coded per the report from Waters & Woods and Otto Rassmusen. Garcia reported there were some discrepancies between the findings (2) and also thatfindings and certain hangar headers were not evaluated by Otto Rassmusen because the City had previously covered some of the south side hangar beams with plywood. Neither Rassmusen or Waters & Woods disturbed these areas. The majority of problems occur on the south side of the hangars. Coleman said we need to address the problem for these hangars and Steve Burke needs to come out so we can get a scope of work and a bid package put together. Other beams need to be sanded and re-stained. Coleman review the airport's enterprise fund and there are moneies available and budgeted for. Everyone concurred we need to move forward and the project should be completed this year.Coleman requested that Water & Wood and Rassmusen test these hangar beams so the airport has a complete survey. Garcia said he would contact Waters & Woods and have them prepare the appropriate survey for those hangars not included with the prior survey. Additionally, Garcia stated he would include how Waters & Woods will accomplish the work with minimum or no destruction of current hangar beams with the plywood attached to the original hangar beams. Discuss Installing Emergency Contact Information on all Hangars- Garcia restated this project is nearing completion and will be installed just inside the main gate on the air compressor building. The roof line will be extended slightly to protect the map and documents from the weather. Annual Review of Airport Rules and Regulations- A meeting was held with Mr. Kopp, Mr. Babcock, Mr. Shipman and Mr. Garcia on April 10, 2009. The group reviewed and made some recommendations as they completed about one-half of the rules and regulations. Additionally, the volunteers requested an electronic copy for markup be made available then each person can go through with their markup. This should speed the process. Garcia stated he would get a copy and provide electronic copies to the members of this project. Swap Meet/Yard Sale - Airport management has postponed the Swap Meet/Yard Sale due to the change in the taxiway construction. The original area purposed for the Swap Meet/Yard Sale would be in conflict with the construction staging area. Pavement Damage Hangar Ramp Areas - Airport management has received three proposals for the repair and or complete replacement of damaged or failing storm water drains. Coleman directed Airport Management to move forward with the best solution by having the scope of work defined and a formal bid be received by each company. Discussion regarding Sky Raiders request to operate model aircraft. The City has requested the AAB re- visit the inquiry from Sky Raiders, a model line-controlled aircraft club for possible use of airport facilities. The AAB discussed the situation directed airport management prepare a request for additional information detailing exactly what the club is requesting. This letter has been sent to Skyraiders and an answer is expected prior to the next meeting. Airport Management extended an invitation to the principals of Skyraiders to attend the May 2009 meeting. New Business: Helicopter noise complaint - Mr. Garcia reported that numerous complaints regarding low flying helicopters west of the airport, some in the traffic pattern - some are not. Mr. Hovind, a resident who lives approximately 1/4 to %z mile south and east of the airport discussed his situation with the helicopter noise. Mr. Hovind has also sent the City of Auburn and Airport Management videos showing the date and time of the helicopters over his house. Mr. Garcia presented the current Auburn Airport Traffic Pattern which has been distributed to all flight schools in the area. Mr. Garcia also reported that he has talked with both Classic Helicopter and Airwork LLC to emphasis the noise complaints and adhearing to the traffic pattern. Additionally Mr. Garcia reported he has discussed this with the FAA Flight Standards District Office and was advised unless a helicopter break a Federal Regulation there is nothing the FAA can do. Mr. Garcia presented a copy of the Federal Regulation that states the minimum safe altitude for airplanes, (1,000 feet above ground level) and then explained how section D of that regulation exempts helicopters from the 1,000 foot requirement.
