AN ORDINANCE, declaring a public emergency to exist requirinP;
the expenditure from the water fund of the City of Auburn, for the purchase
of iron water main pipes, of moneys not provided for in the budget of the
year 1932, estimating the amount of moneys required to meet such emergency,
and directing that such water main pipes be purchased and that emergency
warrants be drawn upon the water fund of the City of Auburn in payment
therefor. .
THE CITY COUNCIL OF THI!: CITY OF AUBURN DO ORDAIN AS FOLLO,'lS:
section 1. That the following are facts: The budget of
estimated expenditures from the water fund of the City of Auburn dur:lng
the year 1932, which budget was duly adopted by the City Council in
October, 1931, oontains the following item:
"Capital Outlay, C. I. Pipe & Fittings, $3,000.00"
and no other item for, or which might include, water pipe mains, for the
water works system of the City of Auburn was inoluded in suoh budget. It
has been for some time and is n<1.'l the fixed policy of the City of Auburn
to replace worn out, weakened, a.nd deCiayed wood water mains with oast iron
water mains. OIvinR to the wearing out, weakening and decay of existing
wood water mains a! suoh water system, it is now necessary to purohase a
oonsiderable quantity of oast iron pipe, whioh will require an estimated
expenditure, for the purchase price thereof, of appr'xdmately $1500.00
more during the year 1932 than the said budgeted expenditure of $3,000.00
for cast iron pipe and fittings during said year. The neoessity for such
additional expenditures for the purchase of cast iron water main pipe
could not have been reasonably foreseen in OctOber, 1931, when the
City budget for the year 1932 was adopted. That by reason of the forego-
ing facts an emergency exists requiring the expenditure during the year
1932, from the water fund of the City of Auburn, for cast iron water main
pipe, of the said estimated sum of $1500.00 in excess of the sum of
~3 ,000.00 provided for in the said budget of expenditures for water pipe
and fittings during the year 1932.
section 2. That cast iron water main pipe which shall inolude
16 lengths 10" Universal Pipe Type "T"
155 lengths 8" " " " "
426 lengths 6" II " " "
80 lengths 4" " " " "
and such other (if any) cast iron water nain pipe as may be necessary, as
stated in section 1 of this ordinance, be ordered and purchased by the
City of Auburn, the total purchase price of which added to the purchase
prices of other cast iron pipe and fittings for the year 1932 shall not
exceed the sum of $4,500.00, and that emer~ncy warrants be drawn on the
water fund of the City of Auburn in payment \Io'f" such cast iron water main
pipe in a sum or sums not exceeding in the aggregate the sum of $1,500.00.
