HomeMy WebLinkAbout06-16-2009 Minutes of the Auburn Airport Advisory Committee June 16, 2009 8:00 a.m. Northwest Aviation College Classroom 2 Attendance: AAB Members: Robert Myers, Chair Mark Babcock Tom Matson Michael Kopp Lee Potter Airport Management: Mike Shipman Linda Eskesen City of Auburn: Shelley Coleman Council Member: Bill Peloza First order of business was to approve the minutes of the last meeting. Motion was made, seconded and unanimously passed that the minutes of May 19, 2009 are approved at this time. Old Business Taxiway Construction Update - Mike Shipman stated runway construction is on schedule with limited runway closure. ICON is hoping to complete the project earlier than projected. A meeting with AMG and ICON is slated for 10:00 a.m. today to discuss problems with removal of runway signs and cut in REIL lights. Shelley Coleman said the $492,000.00 bid from ICON for runway lights to replace the present outdated ones was priced above the $440,000.00 allowed by the FAA. Mike Shipman said the bid might come up for discussion at this mornings meeting. Bill Peloza asked why the runway lighting is now direct bury and Mike Shipman replied direct bury was the current standard 40 years ago where as now we use conduit and cans for wires. Storm Water Update - AMG put together white paper for the Shelley Coleman and other departments to review. She will contact engineering and get recommendations in the next day or so. Mike Kopp asked if the Army Corp done anything at the Howard Hanson Dam to fix the possible flooding problem. Bill Peloza said the council had been briefed concerning the dam and a liner has been put in, but the problem is far more invasive than thought. Flooding for certain in December and January when rains are heavy. Hangar Rows 2-8 Condition Survey -Waters and Woods removed plywood on 5& 6 for Otto Rosenau to inspect. Don from W& W has not received the results from testing. Tom Matson said we need to paint now to protect the beams. Shelley said to start on the ones we know need paint and submit an amended budget for that work. Shipman said the reports from Waters and Woods and Otto Rosenau are conflicting. Shelley suggested using the small works roster if needed. Shelley Coleman asked how many beams need replacement and what the cost would be. Mike Shipman said the cost of last estimate was approximately $20,000 per beam and approximately 5 beams needed replacement. Shelley said to get (2) bids and get someone out to replace them. Tom Matson suggested Armstrong Construction for the repair and said he would stop by Armstrong today and ask for someone to come and give us a bid. Hangars 9& 10 -Shipman reported the sealant spray used on a test hangar appears to be holding and had spoken to Steve Burke about a month ago regarding this. Shelley said she would speak to Steve and have him look at Tom Matson's roof that was sprayed with a rhino coating as a sealant. Tom said he has had no leaks since the coating was applied. Shelley said she wants the roofs done this summer. Tom Matson said it would be beneficial to have funds available so it's not as difficult to get work done and said problems continue because the Auburn Airport does not have a scheduled maintenance fund. Bill Peloza said AMG should put an annual maintenance budget together and give to AAB to submit to the City. Mike Kopp made a motion for this budget; it was seconded by Mike Babcock and unanimously approved. Annual Review of Airport Rules and Regulations- No further progress on Rules and Regulations. Shipman reports they are nearly complete and will send out to the committee. Hopefully the committee can meet in the next finro weeks. Michael Kopp said regarding the Rules and Regs he would like to get feedback on AMG having authority to enforce violator instead of waiting for code enforcement from the City, i.e. Storage/driving on taxiways. Bill Peloza commented that it should be brought up to the City Attorney if City Code is the only way to enforce violators. Code enforcement then needs a process and needs to be included in the Rules and Regs. Helicopter Noise-Mike Shipman reports the helicopter noise has been drastically reduced due to the taxiway construction. Bill Peloza asked if the airport has a noise complaint log and Mike replied yes. New Business: AWOS- We are looking at obtaining an Automated Weather Observations System (AWOS) system for the airport an approximate cost of $60,000.00 We can seek federal funds or use enterprise funds and apply for a grant from the state. The most challenging part is getting a frequency from the FCC. Mike Kopp said the AAB recommends the pursuit of AWOS frequency for the Auburn Airport which was seconded and unanimously approved. Shelley asked what the timing would be for obtaining a frequency. Mike Shipman said we can apply for the frequency now but it could take finro years for approval. Mike Shipman said he can mail out the paperwork in the next week or finro. Security- The fence on the property line of ACHA building has ample room for people to jump over fence. Another area of concern is a two foot opening that was missed when original fencing was installed. Mike Shipman suggested moving tires and other stacked items away from the fence by ACHA and replacing the missed fencing and adding razor wire on top. Emergency Manager - Sarah Miller, City of Auburn emergency manager will be attending the next meeting to address the Howard Hanson Dam issue.
