HomeMy WebLinkAbout07-21-2009 Minutes of the Auburn Airport Advisory Committee July 21, 2009 8:00 a.m. Northwest Aviation College Classroom 2 Attendance: AAB Members: Robert Myers (Chair), Mark Babcock, Tom Matson, Michael Kopp Council Member: Bill Peloza City of Auburn: Shelley Coleman, Sarah Miller Airport Management: Jamelle Garcia, Mike Shipman, Linda Eskesen First order of business was to approve the minutes of the last meeting. Motion was made, seconded and unanimously passed that the minutes of June 16, 2009 are approved at this tirne. Sarah Miller from the City of Auburn Emergency Preparedness Department spoke about the Howard Hansen Dam and the impact its overflow would have on the entire Valley from South Center to Auburn. The Army Corp of Engineers is now working on a cut-off wall, but that may take 2-3 years. A permanent fix won't be complete for five years. Presently a grout curtain is being created and will be done by November lst, 2009. Should flooding occur, it will impact power, natural gas and sewer systems, as well as, Hwy 167 and the West Valley Hwy. Sewers will continue to function, but over capacity. When the Green River hits a stage four, 12,000 cubic ft. per second, pumps will shut down. At 10,000 cubic ft. per second storm water will collect and localized flooding will occur. Ms. Coleman asked that a meeting be held with the condo associations and outreach for businesses in September with FEMA to educate people about the potential flooding. Mr. Kopp asked "What are we going to do to make a flood plan?" Mr. Garcia said, he and. Mr. Shipman will contact the condo association regarding a plan and perhaps they would visit the Chehalis Airport to see what they have done to prevent future flooding and minimize damage. Mr. Peloza requested that a Green River Flood Impact map be sent to all tenants, so they are well informed. Ms. Miller said the final map would be completed in a couple of weeks and that would be the one to send. Mr. Peloza mentioned that King County is cleaning out culverts to alleviate some of the backups flooding the East Valley Highway last year. Ms. Miller said should flooding occur, were hoping a 72 hour notice can be given to businesses and a 24 hour notice to the public. A motion was made by Mike Kopp to have an emergency plan in effect by September 2°d, 2009. The motion was seconded and unanimously approved. Old Business Taxiway Construction 2007/2008 Update - Mr. Shipman stated construction is moving quite well and should be complete in two weeks. New gravel is being put down for the taxiway/lighting system. Additional pavement has been placed by condo hangars. July 31 S', is the date scheduled for completion, however, the project has 80 working days. Mr. Peloza asked if there was a penalty clause if the work is not complete according to schedule. Ms. Coleman said they have until the end of August for completion. Storm Water Update - Ms. Coleman has received the white paper from AMG and sent it to engineering, regarding flooding in hangar rows 9& 10. City engineers are brainstorming to make adjustments so alleviate the situation; a suggestion was made to flattening the bottom of the ditch. City Engineering does not believe the east side properties are wholly responsible for the ditch flooding, but think it's the pressure from the ponds, run off from the airport itself and the pipe on 30"' St which is unable to handle the run off in prolonged storm situations.. Engineering is considering removing the filters from the ponds so when a storm hits, that would allow water to immediately begin flowing into the 30ffi street pipe and keep the ponds from storing water until the 30'h St line reaches capacity. AMG noted water from other properties that flow through Armstrong property compound the flooding problem. (Engineering believes that there are other properties contributing to the runoff from the Armstrong property.) It was mentioned that the storm ponds are also filled by runoff from the west side industrial area. Jamelle suggested that maybe ICON could make a 6" berm with the extra dirt from taxiway construction. Ms. Coleman said she would look into it and get an answer whether or not it can be bermed. Hangar Rows 2-8 Condition Survey - Mr. Shipman reports that according to the reports from Waters and Wood and Otto Rossenau there are four beams that need replacement. Some discrepancy on other beams whether or not they need to be replaced. The cost is reported to be $11,694 per beam. Ms. Coleman said there is $80,000 in the airport budget to cover this project. A Purchase Order from the City has been completed for the painting. . Mr. Shipman said it is estimated to take a few weeks to complete this project by Picture Perfect Painting and scheduled to begin the first part of August and completed by the end. Annual Review of Airport Rules and Regulations- Mr. Shipman reported Rules and Regulations completed and will send markup copy out to the committee today for their review and recommendations. Mr. Peloza asked for a copy to be sent to the City Attorney for review Mr. Kopp asked if there were any further notifications concerning code enforcement. Mr. Shipman said, not yet, but suggested an enforcement page needed to be placed in the Rules & Regulations dictating how and who would enforce these codes. Helicopter Noise-Mr. Garcia reported that the FAA would not attend a meeting to address helicopter altitudes. AWOS- Mr. Shipman stated that Bob Myers has been instrumental in obtaining information on different AWOS systems. Mr. Shipman said that the AWOS 3p currently being considered has a total cost of $100,000. AMG will begin to make a proposal for the FAA to seek any available grants. The proposal would include $70,000 for the AWOS unit and about $30,000 for site preparation. The system will require maintaining of quarterly inspections for recertification and remain compliant. Yearly costs for this and any monthly subscriptions costs are about $5,000- $6,000 yearly. Mr. Myers stated that Mr. Shipman informed him that if this project qualifies for FAA funding the payments would be as follows at 95%, 2'h% City and 2'/z% from the State. Ms. Coleman asked if it would benefit the CiTy police and emergency preparedness department and The ' Regional Valley Fire Authority. Mr. Shipman said that it's certainly a system that would benefit them if they need accurate up to the minute weather information or need weather information for a past date incident. Ms. Coleman wanted AMG to contact the City coordinator, give them the information, and ask for feedback to its benefit from each department. Mr. Shipman said he would do that. Ms. Coleman added that the City might want to purchase the unit if it makes sense and other departments could utilize the equipment. A location for the system will be determined later. Security- Fencing height and barbed wire has been added to the area by ACHA to prevent security issues of unwanted intrusions. New Business: Hangars 9/10 -Mr. Shipman talked with the original roofing contractor that performed repairs in 2007. Steve Burke is aware of the project. The cost of the spraying material was estimated at $20,000. The project will need to be completed before the end of summer. Mr. Shipman added that he asked the contractor to communicate with Steve Burke since this project will most likely go out for a small works bid. Crack Sealing: -Temporary cold patch sealing has been completed by AMG in the taxiway areas between the hangars. This temporary repair will stop further deterioration until FAA funding is available to correct the situation. Catch Basin:-Eighty five (85) catch basins need to be cleaned and pumped out at the airport. Mr. Shipman said McDonough and Sons LLC would be contracted for the work at a cost of $2,500. Ms. Coleman and Mr. Peloza said that seems like a good price for as many basins there are and schedule the work to be completed before the rainy season.
