HomeMy WebLinkAbout12-15-2009 Minutes of the Auburn Airport Advisory Committee December 15, 2009 8:05 a.m. - , Northwest Aviation College Classroom 2 ~ Attendance: AAB Members: Robert Myers, Mark Babcock (assistant chair), Michael Kopp, Tom Matson Council Member: Bill Peloza City of Auburn: Shelley Coleman Airport Management: Jamelle Garcia, Michael Shipman, Linda Eskesen First order of business was to approve the minutes of the November 17, 2009 meeting. A correction was made to omit the word `on' from the last sentence under Helicopter Noise, the minutes were then approved. Old Business Airport Storm Water design update- Mr. Garcia reports that a meeting will take place at 10:00 a.m. today with Don Barclay of Reid Middleton. The purpose of the meeting is to get an estimate ' for a complete layout of the current storm water system at the airport. This is to be compiled from "as built" plans and verification of all airport property. Annual Review of Airport Rules and Regulations- Mr. Garcia and Mr. Shipman will meet and forward a copy of the revised Rules and Regs to the legal department of the City by the end of the month. Steve Gross has been informed the revision will be coming. A code enforcement process continues to be undecided. It was suggested that a process be in place for habitual violators of the rules. Hangar Rows 9& 10 -Mr. Garcia contacted R&M Steel and their quote for hangar roof replacement with new panel is $23,900.00 per building which includes delivery of the product. A five year warranty would cover materials. Two contractors, Pac West and Build 4 U, have been contacted for installation of materials the bids were both competitive. Ms. Coleman will forward the bids to facilities and put a contract together. She suggested doing a background check and getting references on the installers. Mr. Matson said he would check on local installers to get an additional bid. Mr. Garcia will ask R& M for another recommendation (installer) and inquire on ' a written guarantee. The installers would need to submit a warranty to the City. Originally since the roof was installed improperly, a suggestion was made to hire a private consultant to inspect the project. Ms. Coleman said maybe someone on City staff would be available to inspect the roofing. Traffic pattern option for noise abatement- Mr. Garcia reported that he had met with legal (City of Auburn) and Ms. Coleman and spoken to the FAA at the Flight Standards District office concerning the noise abatement traffic pattern. Once the traffic pattern modification has been published, FAA will follow up if we report constant violators. Flight Standards suggested a pattern a little short and to the south and possibly extending north to 37`". A motion was made and seconded to issue a NOTAM once the modification of the airport of moving the traffic pattern for all aircraft to the west side. Howard Hanson Dam Situation and the airport- No update from Sarah Miller, City of Auburn, emergency management regarding any change concerning the Dam at this time. Airport Management Group has compiled a partial list of airport tenants who volunteered their email addresses so a mass email could be sent if flooding becomes imminent. Expiring Terms of AAB Members- Lee Potter and Bob Myer have agreed to remain on the advisory board. The Mayor will be asked to re-appoint then at the next council meeting. Mr. Garcia will contact Tammy Bothell regarding the re-appointment. WAAS - Mr. Garcia called Jeff Winter and asked about a WAAS upgrade for the Auburn ` Airport, which would include an obstruction survey. He was told it was not in the budget and for the amount of activity at the airport this upgrade to the instrument approach is not cost effective. Cost of the survey is about $90,000.00. Super Unicom -A relocation of the Super Unicom to either hangar row 2 or the airport office would improve distance reception for pilots. It should be relocated by the next meeting baring any mounting issues. A Super AWOS has been considered, the cost may be near $60,000. 00. Mr. Shipman has spoken to other airport managers who also currently have the Super Unicom and reports that several systems have been decommissioned due faulty equipment and lack of support from the manufacturer. Occupancy rate of City owned hangars - A review was made of current occupancy numbers at the airport. A suggestion was made to look at enclosing hangar row 3 and ask Waters & Woods for a bid. Mr. Kopp wondered if a direct mail or newsletter might encourage local aircraft owners to use the Auburn Airport. New Business Mr. Kopp tendered his resignation of AAB stating his recent purchase of Auburn Flight Service and Northwest Aviation College would cause conflict of interest.
