Lewis called the meeting to order at 7;30 p.m. and led those in attendance in the Pledge of Allegiance. B. Roll Call Councilmembers present: Rich Wagner, Sue Singer, Nancy Backus, Bill Peloza, Lynn Norman, Virginia Haugen, and John Partridge. Staff members present: Information Services Director Lorrie Rempher; Parks, Arts and Recreation Director Daryl Faber; Acting Planning and Development Director Kevin Snyder; Public Works Director Dennis Dowdy, Chief of Police Jim Kelly; City Attorney Daniel B. Heid; Finance Director Shelley Coleman; Risk Manager Rob Roscoe; and City Clerk Danielle Daskam. C. Announcements, Presentations and Appointments 1. Announcements a) Certificate of Appreciation from Daughters of the American Revolution, Lakota Chapter Mayor Lewis announced that the City is the recipient of a community award from the Lakota Chapter of the Daughters of the American Revolution (DAR). The award was presented during the DAR's Annual Recognition and Tea Program held at the Veterans Memorial Building in Auburn. b) Recognition of Councilmember Wagner celebrating twenty years of service to the City of Auburn Page 1 Citv of Auburn Council Meetinq Minutes Februarv 16. 2010 Mayor Lewis presented Councilmember Rich Wagner with a service pin recognizing twenty years of service as Councilmember for the Citq of Auburn. Councilmembers joined Mayor Lewis in congratulating Councilmember Wagner for his service to the City. c) City of Auburn Park and College Community Plan Director Faber presented a slide show of the Lea Hill Park and Green River Community College Community Plan. Referring to an aerial view of the . existing sites, Director Faber pointed out Lea Hill Park and the three parcels north of Lea Hill Park that are owned by the Green River Community College. In 1968, a King County bond was authorized by the voters to purchase the property for Lea Hill Park. In 1971 it was developed as a park to serve the recreational athletic needs of the Lea Hill area. During the 1970's the park was used by Green River Community College for intramurals and inter- collegiate sports. In 2002, Lea Hill Park was acquired by the City from King County. The park has been operated by the City in cooperation with the college. However, the existing park is not conducive to neighborhood use. Lea Hill Park consists of 8.97 acres while the college properties consist of approximately seven acres. The deed restrictions on the Lea Hill Park property require that the City must receive like acres or recreation amenities or be paid the difference between them for construction of park amenities. The plan proposes an exchange of properties so that the college can construct a new trades building on the Lea Hill Park site; the City would create a new community park on the parcels currently owned by the college. Director Faber displayed samples of a six acre sized park and the amenities it could provide. Director Faber stated that staff will prepare a preliminary master plan for Council review and approval. Page 2 Citv of Auburn Council Meeting Minutes Februarv 16, 2010 In response to questions from Council,. Director Faber stated that no City funds would be invested in the project. Appraisals wiil be conducted to determine the value of the property lost in the exchange and to be paid by the college to the City. The college will utilize other facilities for their college sports activities. Director Faber anticipates holding neighborhood meetings in April to review the proposal. 2. Appointments City Council to consider the following appointment for a three year term ending December 31, 2012 Arts Commission Kenneth Greg Watson Deputy Mayor Singer moved and Councilmember Wagner seconded to confirm the appointment of Kenneth Watson to the Arts Commission. MOTION CARRIED UNANIMOUSLY. 7-0. Transportation, Transit and Trails Committee James Normand Fletcher Deputy Mayor Singer moved and Councilmember Wagner seconded to confirm the appointment of James Fletcher to the Transportation, Transit and Trails Committee. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications There was no change to the agenda. II. CITIZEN INPUT, PUBLIC HEARINGS 8 CORRESPONDENCE A. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided. Connor Jackson, 21 Pike Street SE, Auburn Connor Jackson, a student at Washington Elementary, presented his written, comments to the Council. Mr. Jackson proposed retaining the traffic circle at Third and O Street SE rather than replacing the circle with speed bumps. He spoke in favor of improving the effectiveness and safety of the traffic circle. Mr. Jackson specifically suggested adding reflectors to the traffic circle signs or put a solar panel on the sign and have lights flash around the sides, and coat the sign with reflective paint. ' C. Correspondence There was no correspondence for Council review. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Peloza reported the Municipal Services Committee met on February 8, 2010 at 4:00 p.m. The Committee reviewed Resolution No. 4564 to accept grant funds in the amount of $34,520 to promote for solid waste reduction and recycling for residents and businesses. The Committee also discussed Ordinance Nos. 6293 and 6294 and Resolution No. 4561. The Committee received reports from Chief Kelly regarding false alarms, the red light photo enforcement program, and the City's vehicle towing policy. The next regular meeting of the Municipal Services Committee meeting is scheduled for February 22, 2010 at 4:00 p.m. B. Planning & Community Development Chair Norman reported the Planning and Community Development Committee had two joint committee meetings with the Public Works Committee to review issues, ideas and elements for the revision of the City's current floodplain and flood hazard area regulations. The next regular meeting of the Planning and Community Development Committee is scheduled for February 22, 2010 at 5:00 p.m. C. Public Works Chair Wagner reported that the Public Works Committee and Planning and Community Development Committee met in joint sessions on February 3 and 10, 2010 to review issues, ideas and Page 4 Citv of Auburn Council Meetinit Minutes Februarv 16, 2010 elements for the revision of the City's current floodplain and flood hazard area regulations. The City is on a schedule to bring an ordinance to the City Council on March 15`h that would allow the removal of the moratorium on applications for development in the 100 year floodplain. Chair Wagner reported that the Public Works Committee met in regular session this afternoon at 3:30. The Committee reviewed a right-of-way permit for Traffic Count Consultants and contract administration items including advertisement for Project No. CP0710, the 8" Street NE and R Street NE signal project, initiation of Project No. CP0920, the 2009 AC Water Main Replacement Project, and a consultant agreement with Technical Systems related to Project No. C524A, SCADA System Improvements. The next regular meeting of the Public Works Committee is scheduled for March 1, 2010 at 3:30 p.m. D. Finance Chair Backus reported the Finance Committee met this evening at 6:30. The Committee approved claims and payroll vouchers, Ordinance No. 6293 regarding refunding of bonds by the Valley Communications Center, Ordinance No. 6294 relating to change funds, and Resolution No. 4561 relating to sales and use tax in the recently annexed areas. The Committee also discussed Resolution No. 4569 accepting a Department of Justice grant in the amount of $43,417, the Auburn Professional Plaza parking, and a potential bond issue for the annex and promenade project. The next regular meeting of the Finance Committee is scheduled for March 1, 2010. E. Community Center The Community Center Committee has not met since the last City Council meeting. F. Downtown Redevelopment Chair Norman reported the Downtown Redevelopment Committee met on February 9, 2010. The Committee discussed aesthetics of signal controller and service equipment boxes in the downtown area, the A Street SE corridor between Main and 3`d Street SE, and a status update on City Hall plaza project. The next regular meeting of the Downtown Redevelopment Committee is scheduled for February 23, 2010 at 4:00 at the City Hall Annex building in Room 211. REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on state, regional and local organizations. A. From the Council Deputy Mayor Singer reported she attended a panel presentation by the Greater Seattle Chamber of Commerce on clean tech incubator projects. Deputy Mayor Singer reported that she and Councilmember Partridge attended training sponsored by the Association of Washington Cities for new councilmembers. Councilmember Wagner advised that he plans to call for a meeting of the Committee on Committees within the next two weeks. Councilmember Wagner reported that he attended the Regional Access Mobility Partnership (RAMP) meeting where the membership received a report on the tolling study being conducted for State Route 167 in the vicinity of Fife. RAMP members also received a report from the Puget Sound Regional Council on status of stimulus funds. Councilmember Wagner also reported that he attended the Cascade Water Alliance/Lake Tapps agreement signing ceremony, the Valley Regional Fire Authority Board of Governance meeting, and hosted a number of Washington State University architecture students on a project to help the City define . the types of "green" businesses to be attracted to the Auburn Environmental Park. Councilmember Partridge reported that he participated in the Association of Washington Cities training for new councilmembers with Deputy Mayor Singer. Councilmember Norman reported on her attendance at the Puget Sound Regional Council's joint meeting of the Transportation Board and Growth Management Board to review and comment on the Vision 2040 Plan. Councilmember Norman encouraged the public to visit the Puget Sound Regional Council's website for further information and ways to comment on 4he proposed Vision 2040 Plan. Councilmember Backus reported she attended the Valley Regional Fire Authority Board of Governance meeting. Councilmember Backus also reported that she attended the Auburn Youth Resources fundraising breakfast, which was overflowing with attendance. Councilmember Backus announced that a new Miss Page 6 Citv of Aubum Council Meetinq Minutes Februarv 16, 2010 Auburn was crowned over the weekend. Lindsey Tosch was crowned the new Miss Auburn 2010. The Miss Auburn Scholarship Pageant was able to provide nearly $50,000 in scholarships this year. Councilmember Peloza reported on his attendance at the King County Regional Water Quality Committee and caucus meetings, where the Committee approved the 2010 work plan. Councilmember Peloza also attended the Suburban Cities Association Public Issues Committee where he facilitated discussion on reclaimed water evaluation criteria. Additionally, Councilmember Peloza attended the Water Resource Inventory Area (WRIA) 9 meeting, the Auburn Youth Resources fund raising breakfast, the Daughters of the American Revolution, Lakota Chapter, annual recognition program, and the Auburn Airport , Advisory Board monthly meeting. Councilmember Haugen reported she attended the Senior Center coffee hour with Councilmember Peloza. , B. From the Mayor Mayor Lewis reported on a meeting with the cities of the Cascade Water Alliance which includes: Bellevue, Redmond, and Kirkland, Issaquah and others and the cities around Lake_Tapps that are: , Auburn, Bonney Lake, Buckley and Sumner where the parties entered into an agreement to secure the future water needs for the cities and ensure that the Lake would be saved. Mayor Lewis also reported on the first meeting of the City's Urban Core Task Force, a Suburban Cities Association Regional Policy Committee meeting, the Lakota Chapter of the Daughters of the American Revolution annual recognition program, and a meeting of a group of Washington State University architecture students hosted by Councilmember Wagner who are studying the types of "green" businesses that may be attracted to the Auburn Environmental Park. V. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in fhe form listed. A. Payroll Payroll check numbers 528319 to 528423 in the amount of $798,560.77 and electronic deposit transmissions in the amount of $1,136,283.19 for a grand total of $1,934,843.96 for the pay period covering January 28, 2010 to February 10, 2010. C. Contract Administration 1. Public Works Project No. CP0701 04.10.2 City Council grant permission to advertise for bids for Project No. CP0701, 8th Street NE and R St NE Signal. ~ 2. Consultant Agreement No. AG-C-380 A3.16.9, 04.8.1 C524A City Council to grant permission to enter into Consultant Agreement No. AG-C-380 with Technical Systems, Inc., for engineering services for Project No. C524A, SCADA System Improvements Deputy Mayor Singer moved and Councilmember Wagner seconded to approve the consent agenda. Councilmember Haugen questioned the voucher payments on behalf of V-Net. Councilmember Haugen indicated she would vote against the consent agenda. MOTION CARRIED. 6-1. Councilmember Haugen voted no. ORDINANCES AND RESOLUTIONS A. Ordinances 1. Ordinance No. 6293 F2.14 An Ordinance of the City Council of the City of Auburn, Washington, pledging the City's full faith and credit toward the payment of its share of debt service on refunding bonds to be issued by the Valley Communications Center Development Authority and approving certain matters related thereto Councilmember Backus moved and Councilmember Norman seconded to introduce and adopt Ordinance No. 6293. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Ordinance No. 6294 ' F4.11 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 3.04.600 of the Auburn City Code relating to funds Councilmember Backus moved and Councilmember Norman seconded to introduce and adopt Ordinance No. 6294. MOTION CARRIED. 6-1. Councilmember Haugen voted no. B. Resolutions 1. Resolution No. 4561 F6.7 A Resolution of the City Council of the City of Auburn, Washington, authorizing the City of Auburn to impose a sales and use tax as authorized by RCW 82.14.415 as a credit against state sales and use tax, relating to annexations Page 9 Citv of Auburn Council Meetina Minutes Februarv 16, 2010 Councilmember Backus moved and Councilmember Norman seconded to adopt Resolution No. 4561. MOTION CARRIED UNANIMOUSLY. 7-0. 2. Resolution No. 4564 F5.2.7 A Resolution of the City Council of the City of Auburn, Washington, authorizing the acceptance and appropriation of grant funds in the amount of Thirty Four Thousand Five Hundred Twenty Dollars ($34,520), and authorizing the Mayor and City Clerk to execute an Interlocal Agreement between the Department of Ecology and the City of Auburn to accept said funds for implementation of the 2010-2011 Coordinated Prevention Grant Program Councilmember Peloza moved and Deputy Mayor Singer seconded to adopt Resolution No. 4564. MOTION CARRIED UNANIMOUSLY. 7-0. IX.
