I. CALL TO ORDER

Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance:

a) Auburn International Farmers Market 2010 Poster
- Student Art Presentation
Mayor Lewis presented Kaylah Hoover, a junior at
Auburn High School, with an award for the original
design of the Auburn Int:ernational Farmers Market
2010 poster. Kaylah is a student in Diane Sarr's
dtawing class at Auburn High School, and competed
in a competition for the 2010 Market poster artwork.
Councilmembers congratulated Miss Hoover on the
selection of her artwork for the 2010 Market poster.

at the Transit Center.
b) Presentation from King County Agriculture
Commission
Mr. Bob Tidball and Ms. Judy Taylor, members of the
King County Agriculture Commission, and Agriculture
Technician Steve Evans from King County
Department of Natural Resources and Parks, were in
attendance to brief the Council on the work of the
King County Agriculture Commission,
Commissioner Tidball presented a PowerPoint
presentation on the future of agriculture in King
County.
Mr. Tidball advised that King County government has
begun making changes to policies and regulations in
an effort to enhance the viability of the agriculture
industry.
Fifty to sixiy years ago,. approximately 150,000 acres
were in agriculture in King County. Today about
42,000 acres are designated as commercial
agriculture land. The designated farmland consists of
five agriculture production districts (APD's) with each
having a unique character as to the types and mix of
farming activities. The APD's are located in the areas
of Snoqualmie, Sammamish, Enumclaw, Upper
Green and Lower Green.
Approximately finrenty years ago, the number of farms
started to increase. In 1987 there were 1,091
operating farms and by 2007 the number of operating
farms increased to 1,790. Today a typical farm is five
to forty acres in size. Some are diversified while
some focus on a specialty crop and a n'iche market.
Some integrate value-added processing to their
operations. The current value of agriculture
production in King County is $127 million annually.
Mr. Tidball spoke regarding the dramatic increase in
public demand for locally grown food. As a result, the
number of farmers markets has increased

dramatically. There are currently forty-one markets in
King County. The farmers markets provide great
growth opportunity for vegetable and berry growers.
. Mr. Tidball reviewed the history of agriculture in the
Green River Valley. The valley was once a world
leader in hops production, home of the famous great
northem baked potato, once the nation's ieading
producer of lettuce and cabbage, and one of the
preferred sources of sfrawberries for the - major
canneries. Today, the 'Lower Green APD consists of
about 1,400 acres of prime soil; 75% is in the
farmland preservation program, 52% is farmer-
owned, 58% is in ro.w crop production, and 9% is in
Iivestock and dairy: Unlike other APD's, the Lower
Green is not seeing an increase in small farms; a
single large producer is expanding into the unused
acreage. Many farms have. incorporated recreation
into their business model, i.e. pumpkin patches and
corn mazes.
Mr. Tidball stated that the agriculture community still
faces some major problems in areas of farmer
succession, upslope development, floodplain
management and lack of drainage maintenance.
Mr. Tidball thanked the City and Councilmember
Peloza for their assistance and support, and asked
that the City advance the issues of the Agriculture
Commission, particularly those relating to the Lower
Green, to the Water Resource Inventory Area (WRIA)
9. Mr. Tidball encouraged continued support and
assistance for local agriculture through policies,
regulatory support, marketing, irrigation and water
supply, education, and land affordability.
D. Agenda Modifications
Agenda modifications included the addition of the presentation
regarding. the Aubum Farmers Market Student Art Project under
Item I.C.1(a) of these minutes and the addition of a contract
administcation item for Project CP0819, Peasley Canyon Road
Culvert Replacement under Item V.C.5 of these minufes.

III. COUNCIL COIIIIIIAITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Peloza reported the Municipal Services Committee met May
10, 2010.. The Comrnittee discussed Resolution No. 4598 relating
to towing operations. Resolution No. 4598 was posfponed to the
May 24, 2010 Committee meeting. The Committee also discussed
Ordinance No. 6306 relating to cemetery interments, a service agreement for electronic home monitoring, a Justice Assistance
Grant of nearly $43,000, and animal control services. The next
regular meeting of the Municipal Services Committee is scheduled
for May 24, 2010 at 4:00 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met May 10, 2010. The . Committee approved
Ordinance No. 6308 regarding continuation of the exemption of
traffic impaet fees in the downtown area. The Committee received
an update of the Parks and Recreation Board's accomplishments '
for the past year. The Committee also discussed Ordinance No.
6306 relating to cemetery interment policies, the Mosby Farms
, proposal to re-site their farm stand, a report on the Downtown
Association, Ordinance No. 6309 relating to changes to business
licensing, and an overview of the Committee's matrix. The next
meeting, of the Planning and Community Development Cammittee
is scheduled for May 24, 2010 at 5:00 p.m.

C. Public Works
Chair Wagner reported the Public Works Committee met this
afternoon at 3:30. The Committee approved contract
administration items relating to the following projects: No. 1011,
Tacoma Pipeline 5 B Street NW Intertie Project; CP0762 Les Gove
Neighborhood Improvements Phase 1; CP0762 Les Gove
Neighborhood Improvements Phase 2; C3076 Citywide Intelligent
Transportation System Phase 113; and,CP0819, Peasley Canyon
Culvert Replacement. The next regular meeting of the Public
Works Committee is scheduled for June 7, 2010 at 3:30 p.m. '
D. Finance
Chair Backus reported the Finance Committee mef this evening at
6:00. The Committee reviewed and approved, claims and,payroll
vouchers and Resolution No. 4599 relating to electronic home
monitoring senrices. The Committee also discussed animal care
and control services, Ordinance No. 6308 relating to transportation
impact fees, and the monthly financial report. The next regular
meeting of the Finance Committee is scheduled for June 7, 2010 at
6:00 p.m.
E. Community Center
Chair Wagner reported the Community Center Committee met May
11, 2010. The Committee discussed the New Market Tax Credit
approach to financing the new community center building and the
schedule for completing the activify center which will be used as
part of the asset base for the New Market Tax Credit.
F. Downtown Redevelopment
The Downtown Redevelopment Committee has not met since the
last City Council meeting.
IV. REPORTS
At this time the Mayor and City Council may report on signifrcant items
associated with their appointed positions on state, regiona/ and /ocal
organizations.
A. From the Council
Deputy Mayor Singer reported on her work with the Aubum
Scientific Center for Emergent New Technologies (ASCENT) and .
regional partners. Deputy Mayor Singer will be presenting Auburn's
clean tech incubator project to the Puget Sound Regional Council
Economic Development Board and an upcoming scientific

conference. She presented the ASCENT project and discussed the
City's sustainability policies to a service club last week.
Councilmember Wagner reported that he attended the Regional
Access Mobility Project (RAMP) meeting, which is the Pierce
County transportation forum. The main discussion`at RAMP was
Pierce Transit's budget and anticipated cuts in service. RAMP also
discussed the State Transportation Commission philosophy of
moving toward a larger .tolling system in the state. Councilmember
Wagner also attended the first meeting ofi the advisory committee
for the Stormwater. Technical Resource Center at the Puyallup
Washington State University Extension and Research Center and a
presentation sponsored by the Concrete Institute on pervious
concrete. Councilmember Wagner also participated in. the Senior
Center coffee hour and fhe Valley Regional Fire Aufhority
Govemance Board meeting.
Councilmernber Partridge reported that. he was a guest at the
Technical Education Advisory Committee at Mountainview High
School. He also attended the Valley Communication Cenfer
elected officials 911 overview, the Lions Club White Cane
fundraising event, the Valley Regional Fire Authority (VRFA)
Govemance Board and Finance Committee meetings, the Sons of
Italy Lodge meeting, the Chamber of Commerce luncheon, and
Miss Auburn Pageant activities.
Councilmember Norman reported that she and several other
Councilmembers attended Clean Sweep. She expressed pride in
the number of people who furn out to the event each year.
Councilmember Norman also attended the Puget Sound Regional
Council's . Growth Management Policy Board meeting and the
American Cancer Society Relay for Life evenf at Aubum High
School. Councilmember Norman commented that the Barrier Free
Playground is proceeding beautifully.
Councilmember Backus reported that she participated in the
International Association of Fire Fighters (IAFF) Local 1352 Fire
Ops 101 in Richland, Washington, where she underwent fire fighter
training. The Fire Ops training included rotations for search and
rescue, emergency medical services, a liquid petroleum gas fire,
roof operations,. a live burn, and extrication. Councilmember
Backus stated that after, participating in the Fire Ops training, she
has even greater respect for the abilities and expertise of fire
fighters. Councilmember Backus also attended the Valley Regional

Fire Authority Board of Governance meeting and the American
Cancer Society Relay for Life event at Auburn High School
Memorial Stadium.
Councilmember Peloza reported he met with a representative of
the Cascade Water Alliance regarding the milfoil infestation in Lake
Tapps and discussed his own work on the National League of
Cities (NLC) Energy, Environment and Natural Resources
Committee. Consequently, Councilmember Peloza will be
presenting a resolution to the NLC committee advocating federal
funding for the eradication of milfoil from the United States.
Councilmember Peloza attended the Regional Wafer Quality
Committee where discussion centered on the status of the
Brighfinrater Wastewater Treatment Plant construction.
Councilmember Peloza also.attended the Auburn Elks Youth Night,
the Suburban Cities Association Public Issues Committee, the
Watershed Eco System Forum [the Water Resource Inventory
Area 9(WRIA 9)] meeting, the American Cancer Society Relay for
Life, and Auburn's Clean Sweep evenf.
B. From the Mayor
, Mayor Lewis reported on his recent trip to Washington, D.C. with
Governor Gregoire, King County Executive Constantine, and
Mayors from the cities of Renton, Kent, and Tukwila for the
purpose of ineeting with the State's Congressional delegation
regarding the Howard Hanson Dam. As a result, Senator Murray
has announced that $44 million for repairs to the dam has been
approved through the Senate. Mayor Lewis also reported on
another successful Clean Sweep event held May 8th where over
700 people contributed to the beautification of the city. Mayor
Lewis also attended a recent meeting of the King County Regional
Policy Committee where the issue of animal control services was
discussed. Mayor Lewis also attended the Valley Regional Fire
Authority Governance Board meeting. Mayor Lewis happily _
reported that Trillium Employment Services made a contribution to
Barrier Free Playground that pushed the project's fund raising fo its
goal of $400,000. Mayor Lewis thanked Councilmember Norman
for her efforts and commitment to the project.

Claims Voucher 394704, Finance Director Coleman confirmed fhat
voucher 394704 is for rent for space at the City. Hall annex.
Director Coleman explained that the space was converted to
condominium as of May 14th. The rental payment does not include
maintenance and utilities.
