1. CALL TO ORDER
A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers present: Rich Wagner, Lynn Norman, Bill Peloza,
Virginia Haugen, and John Partridge. Deputy Mayor Sue Singer
and Councilmember Nancy Backus were excused.
Directors and staff members present: City Attorney Daniel B. Heid;
Parks, Arts and Recreation Director Daryl Faber; Information
Services Director Lorrie Rempher; Chief of Police Jim Kelly; Public
Works Director Dennis Dowdy; Planning and Development Director

C. Announcements and Appointments
1. Announcements
a) Proclamation - Domestic Violence Awareness and
Prevention Month
Mayor Lewis declared the month of October 2010 as
Domestic Violence Awareness and Prevention Month
in the city of Auburn.

Mayor Lewis read and presented the proclamation to
Domestic Violence Advocate Shelly David.
Mayor Lewis commended Ms. David for her efforts
with regard to domestic violence awareness and
representation of domestic violence victims on behalf
of the City of Auburn.
Ms. David was joined by volunteers Carol Greco, who
participates on the Domestic Violence Victims Impact
Panel and coordinates the Skate for Domestic
Violence event; Theron Morgan of Morgan
Counseling who is the Domestic Violence Task Force
Co-chair; and Janet Chance, the creator of the
Domestic Violence Victim Impact Panel and
Community Coordinated Response Against Domestic
Violence (CCRADV) board member. Ms. David
reviewed the purpose of the Domestic Violence Victim
Impact Panel and the CCRADV.
Ms. Greco invited residents to attend Auburn Skating
Spree on October 23rd at Auburn Skate Connection, a
fundraising skating event in honor of her younger
sister who died as a result of domestic violence in
2004. The event is free and all donations will be used
to assist victims of domestic violence and for
domestic violence awareness education.
Mr. Morgan thanked Mayor Lewis, Councilmembers,
City Attorney Heid, Chief Kelly, Judge Burns, and Ms.
David for their support and assistance over the years.
b) Proclamation - Recognition for Police Chief Jim
Kelly
Mayor Lewis announced that Chief Kelly was honored
by the Auburn Area Chamber of Commerce (COC) as
COC Citizen of the Quarter.
Mayor Lewis reported that Chief Kelly has been an
Auburn employee of the City of Auburn for 34 years.
He began his career at the City of Ellensburg Police
Department in 1976 and transferred to the City of
Auburn Police Department in 1979. Before being
promoted to Sergeant in 1990, he served as a Patrol

Officer, K-9 Officer, and Property Crimes Detective,
and was one of the City's first Bicycle Officers. As
Sergeant, he was assigned to the Special
Investigations Unit, Patrol and Major Crimes
Investigations. In 1996, he was promoted to
Lieutenant in charge of Support Services as well as
overseeing Patrol Operations. In December 1996 the
Lieutenant position was reclassified to Commander
and he was reassigned to Patrol. He became the
Assistant Chief of Police in March 1999 and was
sworn in as Chief of Police in October 1999. He
received his Associates Degree in Criminal Justice
from Tacoma Community College and his Bachelors
Degree from Columbia Southern University. He is a
graduate of the FBI National Academy and the
Northwest Command College. Chief Kelly is also a
member of the Auburn Rotary, Washington
Association of Sheriffs and Police Chiefs, and the
International Association of Chiefs of Police.
Mayor Lewis announced Chief Kelly's appointment as
Deputy Director of the new misdemeanant jail, South
Correctional Entity (SCORE).
Mayor Lewis read and presented a proclamation to
Chief Kelly declaring September 30, 2010 as Chief
Jim Kelly Retirement Day in the city of Auburn and
expressed his appreciation of Chief Kelly's
professionalism and integrity. Mayor Lewis
commended Chief Kelly's outstanding performance
and dedication to the Auburn community. As one of
the agency's longest serving Chiefs of Police, he will
be remembered as a leader, mentor and friend to
those whose lives he has touched.
Chief Kelly thanked Mayor Lewis and
Councilmembers for the recognition. He has valued
his time as a commissioned law enforcement officer
and his service with the City of Auburn. He
expressed his gratitude to the City, both personally
and professionally. Chief Kelly introduced his wife,
Janice, and thanked her for her support throughout
the years.

Mayor Lewis also announced the appointment of
Deputy Police Chief Bob Lee to fill the position of the
City of Auburn Chief of Police.
2. Appointments
There was no appointment for Council consideration.
D. Agenda Modifications
Agenda modifications included corrected minutes for the April 5,
2010 City Council meeting and revised Contract Administration
Item V.C.3 for Project Number CP1010.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
1. Preliminary 2011 - 2012 Biennial Budget*

All persons interested are encouraged to participate in this
public hearing by making comments, proposals, and
suggestions for the City Council and Mayor to consider prior
to adoption of the City of Auburn 2011 - 2012 Biennial
Budget.
Finance Director Shelley Coleman displayed a Power Point
presentation and briefly reviewed the preliminary 2011 -
2012 Biennial Budget including property tax levies, liquor
excise taxes and profits, interfund loans, and the Save Our
Streets Program.
At 8:00, Mayor Lewis opened the public hearing.
As no one in the audience requested to speak, Mayor Lewis
closed the public hearing.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.

III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Peloza reported that the Municipal Services Committee met
on September 13, 2010 at 4:00 p.m. The Committee discussed
taxicab enforcement issues. King County provides licensing,
regulating, and monitoring of taxicab operators. The Committee
has requested further information from King County in an effort to
determine if King County is administering specific requirements per
King County Code. The Committee also discussed the 2011-2012
proposed budgets for the Golf Course, Cemetery, animal control,
community service, and Parks, and the Committee matrix. The
next regular meeting of the Municipal Services Committee is
scheduled for September 27, 2010 at 4:00 p.m.
B. Planning & Community Development
Chair Norman reported that the Planning and Community
Development Committee met on September 13, 2010 at 5:00 p.m.
The Committee approved Resolution No. 4642 relating to the
Pierce County Countywide Planning Policy and a professional
service agreement for a wetland mitigation assessment via a
$30,000 grant from the Environmental Protection Agency. The
Committee also discussed Ordinance Nos. 6325 and 6326
regarding renewal of right-of-way agreements with 360 Networks
Inc. and AT&T Corp., Ordinance No. 6328 relating to code
enforcement issues with regard to foreclosed and abandoned
properties, animal control services and upcoming door to door
canvassing, and the Committee matrix. The Committee also
received an update from Alpert International regarding proposed
plans for the downtown area. The next regular meeting of the
Planning and Community Development Committee is scheduled for
September 27, 2010 at 5:00 p.m.
C. Public Works
Chair Wagner reported that the Public Works Committee met this
afternoon at 3:30. The , Committee approved contract
administration items including requests for permission to advertise
for bids for replacement of the sewer lift station on Ellingson Road
and to award a contract for three storm drainage projects. The
Committee also discussed Resolution No. 4636 relating to fiber
optic cable network expansion on 277th to serve the Valley
Communications Center, and Resolution No. 4643 regarding
acceptance of grant funds for the fiber optic cable network projects.

Chair Wagner noted that the grant was due, in part, to efforts by
Congressman Smith. The Committee also discussed upgrading
the SCADA System (Supervisory Control and Data Acquisition), a
low-flush toilet rebate Program, and a request for consolidation of
Metro bus stops on 8t Street in an effort to provide better safety
and reduce costs. The Committee also received a status report on
grants for transportation projects and funding possibilities for
pavement preservation for arterial and local streets. The
Committee also discussed options for joining forces with the cities
of Pacific and Algona in an effort to improve maintenance and
operations facilities with regard to decanting and reviewed the
Committee capital projects status report. The next regular meeting
of the Public Works Committee is scheduled for October 4, 2010 at
3:30 p.m.
D. Finance
Vice Chair Norman reported that the Finance Committee met this
evening at 6:00. The Committee approved claims and payroll.
vouchers and Resolution Nos. 4636 and 4643 relating to an
interlocal agreement with the City of Kent for expansion of the
Valley Communications Center (911) fiber optic system and a grant
for the project in the amount of $150,000. The Committee also
discussed a consultant agreement to study wetland mitigation sites,
the July 2010 financial report, Ordinance No. 6330 which repeals
outdated city code relating to animals running at large, Resolution
No. 4642, and Ordinance No. 6320 updating the qualifications for
the airport supervisor. The next regular meeting of the Finance
Committee is scheduled for October 4, 2010 at 6:00 p.m.
E. Les Gove Community Campus Committee
The Les Gove Community Campus Committee has not met since
the last City Council meeting.
F. Downtown Redevelopment
The Downtown Redevelopment Committee has not met since the
last City Council meeting.
G. Council Operations Committee
The Council Operations Committee has not met since the last City
Council meeting.

IV. REPORTS
At this time the Mayor and City Council may report on significant items
associated with their appointed positions on state, regional and local
organizations.
A. From the Council
Councilmember Wagner reported that he attended a Washington
Stormwater Center Advisory Committee meeting at which they
discussed providing training for businesses dealing with the
National Pollution Discharge Elimination System requirements.
Councilmember Partridge reported that he attended a City of
Pacific 911 Remembrance ceremony and a Reaching Out Fair
Planning Committee meeting. The Reaching Out Fair will be held
on October 7t" at 6:00 p.m. at the Performing Arts Center. He and
Councilmembers Wagner and Peloza attended the Suburban Cities
Networking dinner to receive an update from the Regional Transit
Committee on the financial outlook and future of mass
transportation.
Councilmember Norman reported that she attended a Puget Sound
Regional Council (PSRC) Growth Management Policy Board
meeting. The Board discussed efforts by the PSRC Transportation
Board to prioritize transportation projects for major roadways and
bridges crisscrossing the four PSRC counties. Councilmember
Norman stressed to the Board that there are no plans to address
how smaller cities can obtain financing for local road and arterial
improvements.
Councilmember Peloza reported that he attended the King County
Solid Waste Management Advisory Committee at which they
discussed an interlocal agreement between the metro cities that
use the King County Cedar Hills landfill for the disposal of solid
waste. Councilmember Peloza reviewed a scenario regarding the
process for transfer of solid waste from the City of Auburn to King
County. He spoke regarding aging transfer stations throughout
King County and King County's desire to improve or expand some
facilities. Councilmember Peloza also attended an Airport Advisory
Board meeting at which they finalized an update to Airport rules
and regulations. The Board also reviewed the Airport storm water
conveyance system, bidding process for hangars 9 and 10 roof
project, runway lighting replacement project, storm retention ponds
with regard to clean out and bird netting, annual hangar inspections
report, Airport Advisory Board projects status report, and a noise

and incident complaint form. Councilmember Peloza also reported
that the last Auburn International Farmers Market of the season is
on Sunday at 10:30 a.m.
B. From the Mayor
Mayor Lewis reported that he chaired the caucus of the Suburban
Cities Association and served as vice-chair of the King County
Regional Policy Committee. Mayor Lewis spoke regarding the
addition of services for the veterans community, especially in south
King County. In the past, approximately 70% of the funding for
services went to downtown Seattle even though over 70% of the
veterans reside in the south king County area. Those figures have
now been reversed in an effort to bring services to the areas
populated by veterans.
Mayor Lewis also reported that sales tax receipts are tracking close
to projections and noted the number of new businesses coming
into Auburn. The Auburn Downtown Association has been re-
energized with the installation of new board members and officers,
and completion of a business plan and new directory in an effort to
keep downtown businesses active and successful throughout the
redevelopment of the downtown core.
Mayor Lewis met with the Association of Washington Cities (AWC)
of which he chairs the AWC Subcommittee on Infrastructure and
Economic Development. The Subcommittee discussed the current
budgetary crisis and lack of funds forthcoming for services and
projects throughout the region.
Mayor Lewis reported on three neighborhood meetings he and staff
attended and expressed his gratitude to the community for their
involvement. He also reported on the Valley Cities 2010
Educational luncheon and the Muckleshoot Indian Tribe veterans
breakfast.

An Ordinance of the City Council of the City of Auburn,
Washington, related to the Auburn Municipal Airport,
amending the qualifications for the Airport Supervisor,
clarifying the authorization for the adoption of administrative
rules, clarifying the enforcement procedures, removing or
amending obsolete references, and amending Chapters
2.18 and 12.56 of the Auburn City Code
Councilmember Peloza moved and Councilmember
Partridge seconded to introduce and adopt Ordinance No.
6320.
Councilmember Peloza reported that revisions under
Ordinance No. 6320 are primarily housekeeping issues such
as changes on use of electric power outlets located in
hangars, rules for unattended aircraft, use of hangar waste
containers, policy on taxiing rules, aircraft accident reporting,
operation of vehicles on airport property, use of fire
extinguishers in hangars, and fuel operations.
Councilmember Peloza pointed out that the Airport Advisory
Board approved the revisions to the Airport rules and
regulations.
In response to questions from Councilmember Haugen,
Mayor Lewis stated that all boards and commissions are of
an advisory nature only. All rules, regulations, policy
decisions, and appointment of the contracted airport
supervisor are the purview of the City Council.
Councilmember Haugen expressed opposition to the
amended qualifications for the airport supervisor.
MOTION CARRIED. 4-1. Councilmember Haugen voted
no.
