I. CALL TO ORDER
A. Flag Salute
Mayor Pefer B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance. ~
B. Roll Call
Councilmembers present: Rich Wagner, Sue Singer, Nancy

Councilmember Virginia Haugen was excused.

C. Announcements and Appointments
1. Announcements
a) Proclarnation - Teen Read Week Mayor Lewis declared the week of October 17-23,
201,0 as Teen Read Week in #he city of Auburn.

Mayor Lewis read and presented the proclamation to
Steven Bailey, Manager of the Auburn Library. 11i1r.
Bailey advised that the Library will sponsor special
programs and events all week to encourage teens to
read for enjoyment.
b) Proclamation - 2010 Tree Steward
Mayor Lewis declared Mike Harbin, Sr. as 2090 Tree
Steward in the city of Auburn.
Mayor Lewis read and presented a proclamation to -
Mr. Mike Harbin, Sr., recognizing Mr. Harbin as the
2010 Tree Steward for his preservation of the Monkey Puzzle Tree (common name) (scientific name:
araucaria araucana) located at 1708 East Main
Street. Additionally, the tree is designated as a
significant tree in Auburn. Mr. Hacbin stated the tree is not native to North America; the species originated -
, from Chile. He estimated the tree is 65 years old.
The City of Auburn seeks to protect any unique, rare
or endangered species of plants found within the city
as part of its Comprehensive Plan. The Urban Tree
Board works with the community to nominate tree
stewards for their community service of preserving unique trees in the city.
c) Proclamation - Vietnamese Freedom and Heritage Flag
By proclamation, Mayor Lewis recognized the yellow
flag with three red stripes as the Vietnamese
Freedom and Heritage Flag in the city of Auburn.
Mayor Lewis read and presented the proclamation to
Colonel Sanh recognizing the Vietnamese Freedom
and Heritage Flag and encouraging county offcials
and , state legislators to pass legislation recognizing the yellow flag with three red stripes as the official flag
of the Vietnamese American community. Colonel,
Sanh introduced Chin Nguyen, Colonel Sun Nguyen
and Tuan Vu. The City Councilmembers were
presented with pins and flower garlantls as tokens of
appreciation. Mayor Lewis , was presented with the
United States Flag and the Vietnamese Freedom and

Heritage Flag (yellow flag with three red stripes).
Tuan Vu thanked :the Mayor and Council for their recognition ofi the Vietnamese symbols and
Vietnamese community.
d) Employee Recognition
Mayor Lewis recognized. Planning Manager Elizabeth
Chamberlain, AICP, who is the recipient of the 2010
Barbara Grace Award from the Washington Chapter
of the American Planning Association. The award is
given annually to a professional planner who has
distinguished her or himself with dedication to public
service and professional accomplishment.
Planning Manager Chamberlain has over seven years
of professional experience, four of those years with
the City of Aubum. She is a member of the American
Institute of Certified Planners. As Planning Manager,.
she manages current and long range planning
activities for the City and is the lead staff person for
downtown planning and development activities.
e) Police Promotions
Mayor Lewis and Police Chief Lee announced the
following promotions:
Commander Bill Pierson to Assistant Police Chief
• Assistant Chief Pierson began his law enforcement
career in March of 1990 with the Auburn Police
Department. In addition to being the department's first
Community Policing Bicycle Officer he served as a
Field Training Officer, Valley Swat Team Marksman,
Narcotics Detective, Firearms Instructor, Range
Master, Patrol Sergeant, Special lnvestigatibns-
Sergeant and Inspectional Services Sergeant where
he investigated internal affairs issues, wrote State
ahd Federal grants and acted as the. department's
Public Information Officer. As a Commander,
Assistant Chief Pierson has managed Patrol
Operations to include Traffic, K-9's, Mall Officers, a
School Resource Officer and Parking Enforcement.
Bill last served in the Administration Division
managing the Training Unit, Community Response

Team, DARE, Accreditation and our valued
Volunteers.
. Assistant Chief Pierson earned his Bachelor's of Arts
Degree in Sociology with an emphasis on Public
Policy Law and Social Control from Washington State
. University. He is a graduate of the Leadership
Institute of South Puget Sound and holtls .State
Certifications in First Level Supervision and Middle
Management.
Assistant Chief Pierson was accompanied by his wife
Debby, who pinned his badge, daughter, Emily, and
son, 'Nicholas.
Sergeant Scott Near to Police Commander
Scott Near began his.law enforcement career in April
of.1989 with the Auburn Police Department. He held
- assignmenfs as a Field Training Officer, Valley Swat
Team Leader, Narcotics Detective, Narcotics K-9
Officer, Patrol Sergeant, Special Investigations
Sergeant and Inspectional Services Sergeant where
he investigated internal affairs issues, wrote grants
and acted as the department's Public Information
Officer.
Commander Near earned his Bachelor's degree in
Criminal Justice from Eastern Washington University,
and is currently enrolled in the Leadership Institute of
South King County. He is an accreditation assessor
for the Washington Association of Sheriffs and Police
Chiefs and oversees our department's defensive
tactics and use of force curriculum.
Detective Doug Faini to Police Sergeant
Doug Faini began his law enforcement career in
November 1995 with the Aubum Police Department.
He has held assignments as a Field Training Officer,
Emergency Vehicle Operations Instructor; Firearms
Instructor, Narcotics 'K-9 Officer, Narcotics K-9 Master
Trainer, Narcotics Detective, Civil Disturbance Unit
Team Leader and Hostage Negotiator.

Sergeant Faini earned his Bachelor's degree from
Seattle University, and possesses his First Level
Supervisory Certification. Sergeant Faini is the most
decorated officec in the department earning three
, Medal of Distinction awards.

A. Public Hearings
1. Proposed 2011 Annual Action Plan for Community
Development Block Granf Projects

City Council conduct a public hearing on the proposed 2011
. Annual Action Plan for Community Development Block
Grant (CDBG) projects.
Human Services Manager Michael Hursh briefly spoke
regarding the 2011 Annual Action, Plan. The preparation of
an annual action plan is required by the U.S. Department of
Housing and Urban Development (HUD) in order for the City
to receive federal funds under the CDBG program. A public
hearing is required by HUD to gather public input about the
proposed 2011 Action Plan section of the City's
Consolidated Housing and Com:munity Development Plan.
A resolu.tion to adopt the plan is scheduled for the November
1, 2010 Council meeting.
Mayor Lewis opened the. public hearing at 8:13 p.m. There
being no public comment; the hearing was closed.
B. Audience Participation
This is the place on the agenda where the public is, invited to speak
to the City Council,on any issue. Those wishing to speak are
reminded to sign in on the form provided.
No one from the audience requested to address the Council.

C. Correspondence
There was no correspondence for Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Peloza reported the Municipal Services Committee met
October 11, 2010. The Commiftee discussed the 2011-2012
Biennial Budget and budget process, solid waste rates, slum
landlords, a new fleet vehicle purchasing plan, and false alarms.
The next regular meeting of the Municipal Services Commiftee is
scheduled for October 25, 2010.
B. Planning & Community Development Chair Norman reported the Planning and Community Development
Commiftee met on October 11, 2010. The meeting included a joint
meeting with the Arts Commission to discuss their
accomplishments and programs from the past year. The Commiftee approved Resolution No. 4651 relating to hearing
examiner services, received a presentation from Councilmember
Wagner on Washington State University's Integrated Design
Experience (IDeX) Project, and discussed regulations for brew
pubs, Pacific Raceways, and possible code amendments. The
next regular meefing of the Planning and Community Development
Commiftee meeting is scheduled for October 25, 2010.
C. Public Works
Chair Wagner reported the Public Works Commiftee met this
afternoon 3:30. The Commiftee approved finro confract
administration items relating to sewer and stormwater modeling
and cancellation of Project No. C410A retating to 277th wetland
mitigation. The Committee approved Resolution Nos. 4648 and
4649 relating to emergency water intertie agreements and
. discussed fleet purchases, the M Street SE Grade Separatiqn
Project, the South Division Street Promenade Project, the 1 St Street
NE Project, . street maintenance utility legislation, and the capital
project status report. The nexf ineeting of the Public Works
Commiftee is scheduled for November 1, 2010.
D. Finance
Chair Backus reported the Finance Commiftee met this evening at
6:00. The Commiftee approved claims and payroll vouchers and
discussed Ordinance No. 6331 relating to sewer meters, Resolution
Nos. 4648 and 4649 relating to emergency water system intertie

agreements, solid waste rates, and the August monthly financial
report. The next meeting of the Finance Committee is scheduled
for November 1, 2010 at 6:00 p.m'.
E. Les Gove Community Campus Committee
Chair Wagner reported the Les Gove Community Campus
Committee met October 6, 2010. The Committee finalized material
and color selections for the Activity Center, received an update on
the Activity Center construction, and discussed alternative financing
strategies for the Community Center. The next meeting of the Les
Gove Community Campus Committee has not been scheduled at
this time.
F. Downtown Redevelopment
Chair Norman reported the Downtown Redevelopment Committee
met October 12; 2010. The Committee discussed South Division
Street Promenade furnishings selection and public art plans for the
City Hall Plaza.
G. Council Operations Committee
Chair Wagner reported the Council Operations Committee will
, meet tomorrow at 3:00 p.m. to discuss preparations for the City
Council retreat.
IV. REPORTS
At this time fhe Mayor and City Council may report on significant ifems
associated with their appointed positions on state, regional and local
organizations.
A. From the Council
Deputy Mayor Singer reported on her attendance at the Governor's
Adviso.ry Board for the SR167/1405 Corridor. The Advisory Board
is reviewing Washington State Depa_ rtment of Transportation's
plans for tolling in the corridor. She also reported on the Auburn
Reaching Out Fair for middle school students and the Suburban
Cities Association Public Issues Committee meeting.
Councilmember Vllagner reported on his attendance at the
Regional Access Mobility Partnership which is the Pierce County
forum for discussing transportation issues. Councilmember
Wagner also reported on his atfendance at the monthly Senior
Center coffee hour and the Valley. Regional Fire Authority meeting.

Councilmember BacKus reported that on August 26th she traveled to Poland, specifically to the City of Gdynia, which is the sister city
of Seattle. While there she worked with Polish, Russian and
American students, and also had the opportunity to meet with the ,
Mayor of Gdynia and presented him with the key to the City of Auburn on behalf of the Mayor and City Council. Councilmember
Backus reported that during her trip she became ill, which led to
her absence from the Council for the past two months. She
thanked the Mayor, Council, and community for their support during
her illness.
Councilmember Peloza reported on the National League of Cities
prescription discount card program. Since April 2009, Auburn
citizens have saved approximately $49,000 using the prescription
discount card program. He reminded that the free prescription
discount cards are available at all City department counters.
Councilmember Peloza also reported on his attendance at the
Regional Water Quality Committee where discussion centered on
the Brightwater Treatment Plant, which is anticipated to open in
August 2011. Councilmember Peloza commented that the Lower
Green Stormwafer Subcommittee had made progress with
drainage issues in Northwest Auburn; however, recently it was
discovered that unknown persons dumped approximately 50 bales
of hay into the west and east side ditches on 279th Street off the
West Valley Highway. King County is investigating the incident,
and the bales of hay have been removed. Councilmember. Peloza .
also reported on his attendance at the King County Solid Waste , -
Management Atlvisory Board meeting. Additionally;
Councilmember Peloza stated that he attended the funeral of Bill
Warren, who designed the monument at the Veterans Memorial ~
Park.
B. From the Mayor
Mayor Lewis brieflq commented on his attendance at a number of
neighborhood groups and the Senior Volunteer Recognition
luncheon where he spoke on the state of the City and the local
economy. Mayor, l.ewis reported that some of the City's revenues
are improving slowly. Indicators include small increases in the real
estate excise tax teports, increases in home sales in Auburn,
increases in applications for building permits, and increases in
applications for business licenses.

Washington, approving the final plat of Jovita Heights
Councilmember Norman moved and Councilmember
Backus seconded to introduce and adopt Ordinance No.
6332.
In response to questions from Councilmember Wagner
regarding stormwater from #he development, - Mr. Matt
Webber, civil engineer with AHBL, explained that the
discharge from the stormwater pond drains to the. City of
Algona. The project has obtained permits from the City of
Algona and the Washington State Department of
Transportation for the stormwater discharge.

IX. EXECUTIVE SESSION
At 8:54 p.m., Mayor Lewis recessed the meeting for a five minute
intermission and then to executive session for approximately thirty
minutes in order to discuss real estate transaction(s) pursuant to RCW
42.30.110(1)(b) and (c) and pending/potential - litigation pursuant to RCW
42.30.110(1)(i). Directors and staff required for the executive session
included City Attorney Heid, Finance Director Coleman and Risk Manager
Roscoe.
At 9:25, 9:30, 9:35, 9:40, and 9:47 p.m., Mayor Lewis extended the
executive session an additional five minutes each time.
At 9:52 p.m., Mayor Lewis reconvened #he meeting.
X. ADJOURNMENT
There being no further business to come before the Council, the meeting
adjoumed at 9:52 p.m.
