MEETING MINUTES

I. CALL TO ORDER
A. flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers present: Rich Wagner, Sue Singer, Nancy
Backus, Bill Peloza, Lynn Norman and Virginia Haugen.
Councilmember John Partridge was excused.
Directors and staff members present: Chief of Police Bob Lee; City
Attorney Daniel B. Heid; Employee Relations and Compensation
Manager John Fletcher; Public Works Director Dennis Dowdy; _
Finance Director Shelley Coleman; Planning and Development
Director Kevin Snyder, Parks, Arts and Recreation Director Daryl
Faber; and City Clerk Danielle Daskam.
C. Announcements and Appointments
1. Announcements a) Yribute to Dick Kammeyer
Mayor Lewis read a proclamation declaring the late
Richard Kammeyer as an Auburn hero and November
1, 2010 as Richard (Dick) Kammeyer Day of
Remembrance in the city of Aubum.
Mayor Le. wis paid tribute to the lafe Mr. Kammeyer for
his lifelong dedication to civically-minded
organizations. Mr. Kammeyer served on the Auburn
School District Board from 1967-1984, served as
president of the Auburn Noon Lions Club and the
Chamber of Commerce, and was elected as Auburn

City Councilmember twice. Deputy Mayor Singer
and Councilmembers commented on Mr. Kammeyer's
continued invoivement with the city over the years,
even at the age of 88. He was remembered as a
friend, mentor and someone who will be sorely -
missed.
b) Proclamation - National American Indian Heritage
Month
Mayor Lewis read and presented a proclamation
declaring November as National American Indian :
Heritage Month in the city of Auburn' to Hilda
Meryhew. Mayor Lewis urged all citizens to recognize '
the important contributions of the American lndian
and Alaskan native peoples have made to ouc country
and our communities.
As a representative of the Daughters of the American
Revolution (DAR), Mr. Meryhew spoke briefly
regarding DAR's respect and support for Native
;
American customs and traditions. Ms. Meryhew also spoke regarding the DAR's scholarship program and
its recognition of the Chemawa Indian School in
Salem, Oregon, which was established in 1880 and is
the oldest school in continuous operation for Native
Americans in the United States.
c) Proclamation - Diabetes Awareness Month
Mayor Lewis read and presented a proclamation
declaring the month of N'ovember as Diabetes
Awareness Month in the city of Aubum, to Mountain '
View High School DECA Class students Heather
Odell, Scott Ohashi and Nichola. Usher.
Mayor Lewis encouraged all citizens to increase their
awareness and seriousness of diabetes. Mayor
Lewis commended the students for their efforts in.
making a difference in their cornmunity.
Scott Ohashi stated that he was diagnosed with Type
I diabetes in 2006: He spoke about how diabetes has
changed his lifestyle and eating habits. He hopes
that his experience with the disease will help others

gain knowledge about diabetes and learn how one
can live a healthy life with the disease.
The DECA Club is organizing Dine Out to Beat
Diabetes week, from November 15 through 21, with at
least fifteen participating restaurants.
2. Appointments
There was no appointment for Council consideration.
D. Agenda Modifications
There was no agenda modification.

A: Public Hearings
- No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City, . Gouncil on any issue. Those wishing fo speak are '
reminded to sign in on the form provided.
James Harrison, 307 D Sfreet SE, Auburn
Mr. Harrison addressed the Council regarding Auburn downtown redevelopment and neighborhood street conditions. Mr. Harrison
submitted his written comments. Mr. Harrison also submitted
photos for the Council's review, which were returned to Mr:
Harrison during the meeting.
, Mayor Lewis requested that Public Works Director powdy meet with Mr. Harrison to discuss Mr. Harrison's issues. C. Correspondence
There was no correspondence for Council review.
I11. COUNCIL COMMITTEE REPORTS

A. Municipal Services
Chair Peloza reported the Municipal Services Committee did not
` meet last week:, The next regular meeting of the Municipal
Services Committee is scheduled for November 8, 2010.

B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met October 25, 2010. The Committee received a
report from the Hearing Examiner, reviewed the 2011 Annual
Action Plan, and discussed the 2010 Comprehensive Plan
amendments, cleanup of the 65th Avenue ravine dump site, and
electric vehicle technology and infrastructure. The next meeting of
the Planning and Community Development Committee is
scheduled for November 9, 2010.
. C. Public Works
Chair Wagner reported the Public Works Committee mef this
afternoon at 3:30. The Committee approved the following: a
consultant agreement with Brown and Caldwell for permit support
services related to the National Pollution Discharge Elimination
System (NPDE$), final pay estimates for Projects CP0762 and
CP0904, advertisement for bids for Project CP0817, the White .
River Storm Pump Station Maintenance and Repair Project, and
Ordinance No. 6331 relating to sewer meters. The Committee also
, discussed Ordinance No. 6333 relating to the levy of property taxes
in 2011, pump station backup electrical power, and the capifal
project status report. The next regular meeting of the Public Works
Committee is scheduled for November 15, 2010.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:00. The Committee approved claims and payroll vouchers, final
pay estimate for Project CP0913, and Resolution Na 4650
authorizing a contract with Matthew J. Rusnak for public defense
services. The Committee discussed Ordinance No. 6333 relating
to the levy of property taxes in 2011, Resolution No. 4653
authorizing an amendment to the service agreement with Future
Visions, Resolution No. 4654 authorizing an amendment to the
Lease Agreement with Central Puget Sound Regional Transit
Authority, Resolution No. 4652 adopting the 2011 Community
Development Block Grant Action Plan, utility revenue bonds, and
incentives for new businesses. The next regular meeting of the
Finance Committee is scheduled for November 15, 2010 at 6:00
p.m.
E. Les Gove Community Campus Committee
Chair Wagner :reported that no meeting for the Les Gove
Community Campus Committee has been scheduled.

F. Downtown Redevelopment
Chair Norman reported the Downtown Redevelopment Committee
met October 26, 2010. The Committee discussed a proposed
downtown gateway element for the South Division Street
promenade at 3`d Street SW. The Committee also discussed
furniture elements for the City Hall plaza and promenade. The next
regular meeting of the Downtown. Redevelopment Committee is
scheduled for November 9, 2010 at 4:00.
G. Council Operations Committee
Chair Wagner reported that the Council Operations Committee generated the agenda for the Council vision retreat held on
October 28 and 29. At the retreat Councilmembers discussed the
City vision in a broad sense and prioritized 79 specific goals to be accomplished over the next 20 years.
IV. REPORTS
At this time the Mayor and City Council may report on signifrcanf items
associated with their appointed positions on state, regional and local ,
organizations.
A. From the Council
Deputy Mayor Singer reported on her attendance at the Auburn
Tourism Board, the King County Sexual Assault Resource Center
fund raiser, and the Council vision retreat on October 28 and 29.
Deputy Mayor Singer thanked Council Operations Committee Chair
Wagner and Member Backus for their work on preparing for the
Council retreat and the Councilmembers for their participation in
the retreat.
Councilmember Wagner reported on his attendance at the Pierce
County Regional Council meeting where discussion centered on
the population growth targets promulgafed by the Puget Sound
. Regional Council. Councilmember- Wagner also attended the
ribbon cutting ceremony for fhe new Wal-Mart Store and the
. Puyallup River Watershed Council meeting.
Councilmember Backus reported that she attended the Valley
Regional Fire Authority (VRFA) speciaF budget meeting, the Council
retreat, the GrieflNorks fund raising breakfast, and Dick
Kammeyer's memorial service. Councilmember Peloza reported on his attendance at the Airport
Advisory Board meeting where the Board discussed hangar leases

and revisions to the airport noise complaint form. Councilmember
Peloza also attended the King County Water Pollution Abatement
Advisory Committee meeting where discussion included the
Duwamish Superfund Report. , Councilmember Peloza also
reported on his attendance at the Water Resource Inventory Area
(WRIA) 9 management meeting, the Wal-Mart grand opening, and
- the Cities and Schools Forum.
Councilmember Haugen reported that she attended the Council
retreat on October 28 and 29.
B. From the Mayor Mayor Lewis reported that the City received the news of Sound
Transit's decision to remove construction of the second Auburn
parking garage from their funded projects. Mayor Lewis also .
reported that the City of Seattle is requesting $30 million from the
King County Flood Control District for repair of Seattle's sea wall:
Mayor Lewis reported that the South Gorrection Entity (SCORE) jail
project is still ahead of schedule and under budget. Mayor Lewis .
also spoke briefly about positive economic indicators. Mayor Lewis
congratulated the Council on a successful visioning retreat and
complimented #he Council on their efforts.
V. CONSENT AGENDA
AlI matters listed on the Consent Agenda are considered by the City
Council to be routine and will be enacted by one motion in the form listed.

CLAIMS VOUCHERS, CARRIED UNANIMOUSLY.

Deputy Mayor Singer moved and Councilmember Wagner

MOTION CARRIED. 5-1. Councilmember Haugen voted
no.

VIII. ORDINANCES AND RESOLUTIONS

Councilmember Wagner moved and Councilmember Peloza,
seconded to introduce and adopt Ordinance No. 6331.

Councilmember Norman moved and. Councilmember
Backus seconded to adopt Resolution No. 4652.
Councilmember Norman thanked the Human Services
Committee for their work and recommendations for human
services funding.
MOTION GARRIED UNANIMOUSLY. 6-0.
IX. EXECUTIVE SESSION
At 8:30 p.m., Mayor Lewis recessed the meeting to executive session for
approximately ten minutes in order to diseuss pending/potential litigation
pursuant to RCW 42.30.110(1)(i). Directors and staff required for the
executive session included City Attorney Heid, Finance Director Coleman
and Human Relations/Employee Compensation Manager John Fletcher.
At 9:41, 9:51 and 9:02 p.m., Mayor Lewis extended the executive session
an additional ten minutes.
At 9:08 p.m., Mayor Lewis reconvened the meeting.
X. ADJOURNMENT
There being no further business to come before the Council, the meeting
adjourned at 9:08 p.m.
