I. CALL TO ORDER A. Flag Salute
Mayor Peter B. Lewis called the meeting to order at 7:30 p.m. and ,
led fhose in attendance in the Pledge of Allegiance. '
B. Roll Call
Councilmembers present: Rich Wagner, Sue Singer, Bill Peloza,
Lynn Norman, Virginia Haugen, and John Partridge.:
Councilmember Backus was excused.
Directors and staff members present: Chief of Police Bob Lee; City Attorney Daniel B. Heid; Human Resources and Property/Risk
Management Director Brenda Heineman; Public Works Director

C. Announcements and Appoinfinents .
1. Announcements
a) Auburn Tourism Report - Auburn Wedding Show
Debbie Luce, Auburn Chamber of Commerce
Tourism Marketing Coordinator, updated the' Council
on the outcome of the Auburn Wedding Show held at
Emerald Downs October 2 and 3, 2010. Ms. Luce
stated the event was a tremendous success with 54
vendors (half of which were from Aubum), over 3,000
attendees, two fashion shows, and finro live remotes
from the event. Planning is already underway for next
year's event. Deputy Mayor Singer, Chair of the.
Aubum Tourism Board, commended Ms. Luce for her

work on the event, and thanked Emerald Downs;
Gosanko Chocolates, and event sponsors for theic -
contributions.
b) King Conservafion DBstrict Chair Bill Knutsen -
Rock Award Presentation
Mr. Bill Knutsen, Chair of the King Conservation
District (KCD) Board of Supervisors, presented , Councilmember Bill Peloza with the 2010 RockAward
which recognizes individuals, organizations and
municipalities who have shown outstanding initiative
and cooperafion in stewardship programs and habitat
enhancement within the disfrict. Mr. Knutsen thanked
Councilmember Peloza for his cooperation with the
District and his participation in the Lower Green
Drainage Committee. Mr. Knutsen also noted that
; Councilmember Peloza was instrumental in acquiring
a grant to support the Auburn Intemational Farmers
Market.
' 2. Appointments ,
a) Civil Service Commission
, Cify Council confirm the~ appointment of Roger
Thordarson to the Civil Service Commission to fill an
unexpired term expiring December 31, 2010.
Deputy Mayor Singer ,moved and Councilmember
Wagner seconded; to confrm the appointment of
Roger Thordarson #othe Civil Service Commission.
MOTION CARRIED UNANIMOUSLY. 6-0.
b) Tr.ansportation, Transit and: Trails Committee City Council confirm the following appointments to the
Transportation, Transit and Trails Committee:
Nick Perius to fi.ll an unexpired term expiring
December 31, 2010. Jon Breiling to fill an unexpired term expiring
December 31, 2010.

Deputy Mayor Singer moved and Councilmember
Wagner seconded to confnn the appointment of Nick
Perius and Jon Breiling to the Transportation, Transit
and Trails Committee.
MOTION CARRIED UNANIMOUSLY. 6-0. -
D. Agenda Modifications
Agenda modificafions included the transmittal of revised
attachments for Public Works Project CP0909 under Item V.C.3 of
these minutes and Project CP0809 under Item V.C.4 of these
minutes.
II. CITIZEN INPUT, PUBLIC HEARINGS 8 CORRESPONDENCE
A. Public F9earings
1. 2011 - 2012 Biennial Budget

City Council to conduct a public hearing to receive public
comments and suggestions with regard to the proposed
2014 - 2012 Biennial Budget.
Finance Director Coleman stated the hearing is the second
public hearing on the 2011-2012 Biennial Budget. To date,
the detailed budget has been presented to all Council
Committees, and the Council held a.budget work session on
the proposed budget on November 8.
Mayor Lewis opened the public hearing at 7:47 p:m. There
being no one in the audience who wished to address the
Council regarding the budget, the hearing was closed.
B. Audience Participation
This is the p/ace on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
Vickie Vallier, 3245 16th Street SE, Aubum, WA
Ms. Vallier, 86 years old and a resident of Aubum for over 55
years, reported that she was recently honored by being selected as
a 2011 Calendar Girl for the Washington Women in Trades Rosie
the Riveter Calendar. Ms. Vallier worked as a riveter for Boeing

during World War II at their plants in Seattle, Renton, and Wichita,
Kansas. Ms. Vallier displayed a copy of the 2011 calendar.
Mayor Lewis offered to have City communications staff interview
Ms: Vallier for a special program for the City's government access
Channel 21.
C. Correspondence
There was no correspondence for Council review.
III. COUNCIL COIIAMITTEE REPORTS
A3.7.6
A. AAunicipal Services
Chair Peloza reported the Municipal Services Committee met
November 8; 2010. The Committee discussed mobile home park
rules and regulations and code enforcement issues; received an
overview of Auburn Golf Course restaurant and banquet facilities
operations and Aubum Golf Course operations;: discussed solid
waste rates; reviewed information related to land leases at the
Auburn Municipal Airport; and discussed Mountain View Cemetery
operating procedures. The Committee also reviewed Resolution
Nos. 4650, 4653, 4654, and 4655; a false alarm fee proposal for a
one-time exemption for the first false alarm, a red light photo
enforcement report, graffiti, the police explorer program, and gun
range fufure planning.. The next regular meeting of the Municipal Services Committee is scheduled for November 22, 2010.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met November 9, 2010. The Committee discussed
2010 Comprehensive Plan amendments and key planning priorities
from the City Council Vision 2030 Retreat. The next regular
meeting of the Planning and Community Development Committee
is scheduled for November 22, 2010.
C. Public Works
Chair Wagner reported the Public Works Committee met this
afternoon at 3:30. The Committee approved contract
administration items including Project CP0817, the Ellingson Road
Sewer Lift Station Replacemenf; Project CP0909, the Lakeland
Hills Booster Pump Station Improvements; and the final pay
estimate for Project CP1017, the 2010 -Arterial and Collector Crack
Seal Project. The Committee also discussed the 2010
Comprehensive Plan amendments, including the Mosby Farms

Agri-tourism business proposal, utility revenue bonds, a budget
amendment, the new Lakeland Hills reservoir, the Save Our Streets
local pavement preservation program, the arterial pavement
preservation program, the 8th Street NE and 104th Avenue
intersection, and the capital projects status report. The next
regular meeting of the Public Works Committee is scheduled for
December 6, 2010 at 3:30 p.m. ;
D. Fanance
Vice Chair Norman reported the Finance Com.mittee met this
evening at 6:00. The Committee..reviewed and approved claims
and payroll voucF%ers and Final Pay Estimate for Project No.
CP0809, the City Hall Annex Tenant Improvement. The Committee
also reviewed and approved Ordinance No. 6333 setting the
property tax levy #or 2011, Resolution No. 4653 approving a
Service Agteement with Future Visions, Resolution No. 4654
- approving a lease amendment with Sound Transit, and Resolution
No. 4656 relating to Council participation in the 1Nashington State
Public Employee Retirement System. The Committee also
discussed the September monthly fnancial report, Ordinance No.
6338 amending the 2009-2010 biennial budget, Ordinance No.
6335 relating to utility revenue bonds, Washington Cities Insurance
Authority premium assessments, and Resolution No: 4655
approving a jail facility lease with SCORE. The next regular
meeting of the Finance Committee is scheduled for December 6,
- 2010 at 6:00 p.m.
E. Les Gove Community Campus Committee
Chair Wagner reported that no meeting for the Les Gove
Community Campus Committee has been scheduled.
F. Downtown Redevelopment
Chair Norman reported the Downtown Redevelopment Committee
met November 9, 2010. The Committee discussed the promenade
gateway feature design. The next regular meeting of the
Downtown Redevelopment Committee is scheduled for November
23, 2010.
G. Council Operations Committee
Chair Wagner reported that no meeting for the Council Operations
Committee has been scheduled.

IV. REPORTS
At this time the Mayor and City Council may report on significant items associated with their appointed positions on state, regiona/ and local
organizations.
A. From the Council
Deputy Mayor Singer reported that. she attended the Economic Development District Board meeting where members rated.projects
that will be submitted to the Economic Development Administration
for federal grants. Deputy Mayor Singer also 'sat as judge for the
intemational comedy competition at the Auburn Avenue Theater,
attended the Veterans Day Parade, the Council budget workshop,
and the Governor's Advisory Board on the SR167/405 corridor.
Councilmember Wagner reported on his attendance at a meeting
at Washington Stafe University for a mid-semester review of fhe
Integrated Design Experience (IDeX) Project. The University
students are working.on sustainable design of buildings and storm
drainage systems for the western part of Aubum, including the
, Environmental Park District. Councilmember Wagner also
reported that he attended finro meetings of the Valley Regional Fire
Authority (VRFA) Board to review the proposed VRFA budget for
, 2011.
Councilmember Partridge reported that he met recently with local
veterinarians to discuss Auburn's animal services. He will be
meeting with the veterinarians tomorrow night to continue
discussions relating to Auburn's animal services plan.

Councilmember Norman reported that she attended a Growth
Management Policy Board meeting, the Auburn Food Bank fund
raising breakfasf, the Veterans Day Parade and memoriaf senrice,
" and the Green River Community College Scholarship Banquet.
Councilmember Norman thanked Mayor Lewis for making Aubum a
center of support for veterans.
" Councilmember Peloza reported he attended the Watershed _
Resource InventoryArea (WRIA) 9 Watershed Ecosystem Forum,
which he co-chairs.; Approximately $1.2 million in King
Conservation Districfi grant funding for WRIA projects were
allocated and prioritized by the Forum. Councilmember Peloza
also reported he attended the Auburn Food Bank fund raising
breakfast, served as grand marshal of the Veterans Day Parade,
attended the Green River Community College Scholarship

' Banquet, -and the Auburn Intemational Farmers Market Advisory
Board meeting. Councilmember Peloza announced that today is
National Recycling Day and encouraged all to recycle.
Councilmember Peloza noted the recent passing of former Algona
Councilmember Jeff Viney. Mr. Viney was a community volunteer
for the Auburn Intemational Farmers Market and was an asset to
the Market.
Councilmember Haugen reported she attended the Aubum Food
Bankfund raising breakfast.'Councilmember Haugen also reported
that she has visited the Auburn Senior Center on several occasions
recently and complimented the Senior Center, staff on a very well
run center. Councilmembec Haugen thanked the Mayor and
Council for their suppoit of the Veterans Day activities.
B. From the IlAayor ,
Mayor Lewis reported that the City was the recipient of a 10-
passenger van donated by King County for use by the City's Parks
Department. Mayor Lewis also announced that the City's new
winter snow and ice plan will be available on the City's web site
soon. Additionally, Mayor Lewis commented on recent meetings
and activities relating to the Lakeland Hills Reservoir, leading edge
businesses located in Aubum, the Sound Transit public hearing on
project funding, the Auburn Food Bank fund raising breakfast, the
Mt. Baker Middle School football team celebration, the Suburban
Cities Association Public Issues Committee meeting, the Chamber
of Commerce holiday auction and fund raiser, and a CERT
graduation. Mayor Lewis noted that the Veterans Day events were
held on November 6, 2010, including the parade, the American
. Legion breakfast, the Veterans Day luncheon, the Veterans of
Foreign Wars (VFV1) Post 1741 open house, and the annual high
school marching band competition.

Contract 10-25 in the amount of $61,266.45, for a total
contract price of $64,491.00, with Doolittle Construction, Inc.

approve the Consent Agenda.

Councilmember Haugen requested removal of the claims vouchers from
the Consent Agenda.
MOTION TO APPROVE THE CONSENT AGENDA, EXCEPTING THE

VI. UNFINISHED BUSINESS
The following item was removed the Consent Agenda for separate
consideration.

Deputy Mayor -Singer moved and Councilmember Wagner
