CALL TO ORDER Chai�Judi Roland called the meeting to order at 7:00 p.m. in the Council Chambers _ _ . located on the first floor of Aubum City Hall, 25 West Main Street, Aubum, WA. Commission Members present were: Chair Judi Roland, Vice-Chair Kevin Chapman, CommissionerCopple, Bob,Baggett, Commissioner Mason, and Commissioner Peace.. CommissionerTrout and Commissioner Ramey are excused. Staff present included: Planning Manager Elizabeth,_C,hamberlain, Planner Stuart Wagner, and Planning and DeVelopment Secretary Tina Kriss. Members of the Public Present: Counciimember Partridge and his wife Shirlee. II. APPROVAL OF MINUTES A. March 6, 2012 ., Commission recommended.the consent agenda vote be changed to 6-0 since Gommissioner Copple'abstained from voting and Commi'ssioner Ramey was excused from the March 6"' meefing. Commissioner Copple moyed and Commissioner Mason seconded to approve the cdnsent agenda as amended. MOTION CARRIED UNANIMOUSLY 6-0 III. PUBLIC COMMENT There were no public comments on any item not listed on the agenda for discussion or public hear. IV. PLANNING DEPARTMENT REPORT Planning Manager Elizabeth Chamberlain stated the perrnit center, within the end of February and into March, �ecei4ed 50 submitted single family home permits; an encouraging number to coMinue the build-out of our existin�plats. The grand opening for the Au6um Environmental Park will be Thursday, April 5 at 2:30 p.m. Commission and staff discussed various other activities within the City. � PLANNING COMMISSION MEETING MINUTES March 20, 2010 V. PUBLIC HEARING A. Proposed Amendment to the P-1, Public Use District Planner StuaR Wagner briefed Commission on the,proposed amendmer�t to the P-1, Public Use DisVict.The City of Aubum City Council has previously authorized a contrad with the Aubum Valley Humane Society for the provision of public animal shelter services at 4910 A Street SE, a City owned property. This property is currenUy zoned Public Use (P-1). Current zoning regulations for the P-1 zoning disfict do not specifypublicanimal shelter services as a pennitted use in this zone. In order to support tfie iMended public animal sheker services at this property, staff has determined the need to amend the Aubum Gity Gode. Planner Wagner discussed the handout, Exhibit'7, showing updated changes to the legal definition recommended by City staff. Commission asked 'rf there would be spec�c Ianguage inGuded for supplemental design standards. Staff explained the use is only being added as a listed permitted use and no supplemental design standards would be needed since the definition proposed is fai�ly specific:in that the shetter needs to be under contract.with the City. If under contrad with the City it would provide supplemental development standards on a site by site basis if needed in the future eitherthrough a separate contrad negotiation or eveMually any site development ofthe property. Chair Roland opened the public hearing at 7:11 p.m:to receive commerrts about proposed amendments to fheP-1, Public Use District. With no public present for testimony on the proposed amendment to the P-1, Public Use Distrid Chair Roland closed the public hearing at 7:12 p.m. Commissioner Peace moved;'and CommissionerBaggett seconded to move ZOAl2- 0004 to full City Council forapprovaL " MOTION APPROVED-6-0 - VI. OTHER BUSINESS There were no other business items. Staff da�ed the next meeUng will be held April 3, 2012. VII. ADJOURNMENT There being no fuRher business to come before the Planning Commission, Chair Roland adjoumed the meeting at 7:15 p.m. Page 2
