Commission Members preseM were: Chair Judi Roland, Commissioner Copple, Commissioner Peace, Gommissioner Baggett, Commissioner Trout and Gommissioner Ramey. Commissioner Mason and Vice Chair Chapman were excused. Staff present included: Planning Diredor Kevin Snyder, Planning Manager Elizabeth Chamberlain, and City Aftomey Dan Heid. II. APPROVAL OF MINUTES A. March 20, 2012 Committee asked that Cominissioner Baggett's name be added to the Call to Order section of the March 20, 2012 minutes. Commissioner Peace moved and Commissioner Trout seconded to approve the minutes from the March 20, 2012 meeting corrected. MOTION CARRIED UNANIMOUS�Y 6-0 III. PUBLIG COMMENT There were no public comments on any item not listed on the agenda for discussion or public hear. IV.: PLANNING DEPARTMENT REPORT Planning Manager Chamberlain reminded Planning.Commission members the Aubum Environmerrtal Park Boardwalk grand opening this Thursday at 2:30 p.m. The Promenade grand opening is;April 12, 2012 at.3:30 p.m. in the plaza park. Coastal Farm and Ranch is working on the demo and interior impr`ovements arid is scheduled to complete in May. One oftwo Auto Zones stores Qocated on Aubum Way North) is under construction and the other(located on A St. SE) is ready to start construction after permits are issued within the week: V. PUBLIC HEARING There were no public hearings. VI. OTHER BUSINESS i PLANNING COAAMISSION MEETING MINUTES Apri13, 2012 A. Planning Commission Training 8ession Pianning and Development Director Kevin Snyder, Flanning Manager Elizabeth Chamberlain, and City Attomey Dan Heid provided a training session to review the following topics: • Roll of the Planning Commission ➢ Make Recommendations ■ Advise the City Council regarding land use decisions and development regulations. To make recommendations the Commissioners must leam the Comprehensive Plan, Development Code, Critical Areas Ordinance, and Shoreline Master Program. They need to ask staff for clarification, read all agenda materials, reports and findings as well as listen to testimony to be prepared for action. ➢ Establish Procedufes • Adopt by-laws (IasYamended in 2007) • Set GrouniJ Rules (facilitated and run 6y the Chair) • What types of projects are reviewed by the Planning Commission ➢ Land Use ➢ Zoning ➢ Development Regulations • Legal Basis for Planning—City Attorney Dan Heid stated the Planning Commission is fhe second board of commission 4hat cities found 4hemselves needing to utilize: Tfie responsibility for a lot of fact finding falls with the Planning Commission. Ahearing is required for land use and other code changes which come to Planning Commission for review. Mr. Heid did distinguish between quasi judicial decisions and legislative decisions for the Planning Commission. • Public Meefings ➢ Purpose- Wave open govemment and citizen control ➢ Basic Meeting Requirements—Have regular and special meetings; adjourn meetings (by committee or clerks) ➢ Penalties • Fine for knowing violation • City—attomey's fees and adions are null and void Staff answered questions and explained various proce_dural duties to assist Planning Commissioners in undgrstanding their duties and respon§ibilities.. VII. ADJOURNMENT � There being no fuRher business to come before the Flanning Commission, Chair Roland adjoumed the meeting at 8:24 p.m. Page 2
