SPECIAL WORK SESSION AND
REGULAR MEETING MINUTES
SPECIAL WORK SESSION
I. CALL TO ORDER
Vice-Chair Chapman called the special work session to order at 6:30 p.m. in the Council
Chambers located on the first floor of Aubum City Hall, 25 West Main Street, Aubum,
WA. Commission Members present were: �ce-Chair Kevin Chapman, Commissioner
Baggett, Commissioner Copple, Commission Mason, and Commissioner Peace. Chair
Roland and Commissioner Trout and Commissioner Ramey are excused.
Staff present included: Planning Diredor Kevin Snyder, Senior Planner Hillary Taylor,
Planner Stuart Wagner, and Planning and Development Secretary Tina Kriss.
Members of the audience present: David Pollart, Councilmember Partridge, and Coastal
Farm and Ranch Operations Manager Byron Baule.
II. ZOAl2-0007 — Proposed amendments to Title 18=Zoning, of.the Aubum
City Code related to non-residential zones (Code Update Project— Phase 2
—Group 2)
Planner Stuart Wagner reviewed the proposed code changes. After discussion,
the Commission recommended the following changes:
18.04.195 Building eontractor, Ifght.
"Building contractor, IighY' means businesses relating to the building trades including but not
limited to: plumbing, heating, air conditioning; painting, paperhanging and decorating; elechical;
carpentry and flooring; rbofing and sheet metal. These tv�es of businesses aenerallv ilo not have

at 6:46 p.m.
REGULAR MEETING
III. CALL TO ORDER
Vice-Chair Chapman called the meeting to order at 7:00 p.m. in the Council Chambers
located on the first floor of Auburn City Hall, 25 West Main Street, Aubum, WA.
Commission Members present were: Vice-Chair Kevin Chapman, Commissioner
Baggett, Commissioner Copple, Commission Mason, and Commissioner Peace. Chair
Roland and Commissioner Trout and Commissioner Ramey are excused.
Members of the audience preserrt: David Pollart, Councilmember Partridge, and Coastal
Farm and Ranch Operations Manager Byron Baule.
IV. APPROVAL OF MINUTES
A. September 5, 2012, 2012
Commissioner Copple moved and Commissioner Peace seconded to approve the
minutes from the September 5, 2012 meeting corrected.

VI. PLANNING DEPARTMENT REPORT
Director Snyder updated Commission on developmerrt statistics recently compiled.
To show as comparison, the City is very busy with a lot of active development. In
2011 the City issued 164 single family residential permits. In 2012 the City issued
287 single family residential permits with a total of 332 submitted. The City has
issued 179 commercial pertnits in 2012 with valuation of$54,000,000.00. In 2011
the City issued 252 pertnits with a valuation of$41,000,000.00. The City has
received five commercial applications in 2012 (not yet issued) with a value of
approximately $100,000,000.00. This includes the Outlet Collection of 8eattle
project, the Aubum School District High School (currently working with the City in
arrticipffiion of possible bond measure approval), Green River Community College
Trades Building, and the new laundry facility off 15"' Street NW currently under
construdion (providing about 150 family wage jobs).
The City attended an open house Thursday, September 27, 2012 to discuss King
County plans to replace the old Algona TransFer station where you can take
garbage. Two of the sites they are proposing are in Aubum. One is on that piece
of land behind or to the west of Lowes off 15th NW.The other is behind Longhom
and the Best Westem looking directly at Supermall. The Mayor and Director
Snyder spoke regarding the concerns of the City and the potential process. At the
Monday, October 1"City Council rtieeting, Cauncil passed a resolution expressing
the City's opposition to these sifes for a solid waste transfer station based on
property value impact, lost property tax, lost sales tax revenue, lost employment
opportunities and impacts from notice, traffc, odor, and vibration as well as
incompatible land uses.
VII. PUBLIC HEARING
A. ZOAl2-0007—Proposed amendments to TiUe 18—Zoning, of the Aubum City
Code related W non�esidential zones (Code Update Project—Phase 2—Group
2)'
Planner StuaR Wagner stated the proposed amendments (Phase 2, Group 2) will
affect the current zoning code as follows:
Add new definitions, consolidate chapters that currerrtly regulate the City's non-
residential zones (land uses and development standards) and create a new chapter
containing standards for spec�c land uses. Planner Wagner asked if Commission
members had any other recommendations or questions. Commission recommended
striking the word thoroughbred, under 18.04.247, Commercial Recreation facility,
Outdoor, and replacing it with racetracks. Planner Wagner reviewed the changes
recommended at the special work session:

After discussion Vice-Chair Chapman opened the public hearing at 7:21 p.m. to receive
comments about ZOAl2-0007—Proposed amendments to Title 18—Zoning, of the
Auburn City Code related to non-residential zones (Code Update Project— Phase 2—
Group 2Z.
With no public present for testimony on the proposed amendments to Title 1 S—
Zoning, of the Auburn City Code related to non-residential zones, ZOAl2-0007,
Code Update Project, Phase 2—Group 2, Vice-Chair Chapman Gosed the public
hearing at 7:22 p.m.
Commissioner Peace moved and Commissioner Baggett seconded to move forvvard
proposed amendments to Title 18—Zoning, of the Auburn City Code related to non-
residential zones, ZOAl2-0007, Code Update Project, Phase 2—Group (including
the changes recommended by Commission during Public Hearing), to full Council for
approval.
MOTION APPROVED UNANIMOUSLY 5-0
VIII. OTHER BUSINESS
A. Wireless Aesthetics Code Update Discussion
Senior Planner Hillary Taylor provided background information on wireless
regulations in place to govem the aesthetic design of wireless utilities that are similar
in nature to the regulations in the Aubum. Several cities have City Code which
generally require height limitations, landscaping provisions, setback requirements
and calocation requirements. Ms. Taylor provided Commissioners with a map
showing the currerrt wireless communication facilities now and two emails received

from two wireless communication facility providers staff has corresponded with
regarding stand alone support structures.
Within the wireless utility industry the equipment, tertninology and customer needs
have changed, and an update to the wireless utility code sections of the Aubum City
Code could either incorpbrate new aesthetic design regulating provisions,just update
terminology, or both.
Commission and staff reviewed the current code regulations and the regulations of
the surrounding cities. Commission poirrted out the map does not appear to sfiow
the cuRerrt Verizon and Century Link wireless facilities. Director Snytler stated as
part of this update staff will likely include updates to the map. In answer to the
question if more than one carrier uses a wireless strudure, Ms. Taylor stated it is a
common pradice that more than one carrier uses existing cell towers or structures.
A discussion was held on the currerrt practices of..design and aesthetics for size and
placement. Director Snyder pointed out that due to the property limitations in many
urban areas the cell towers/strudure connedions are becoming smaller with carriers
opting for rooftop or structure placement in some instances even using light poles.
Although beneficial in terms of fhe cost to upgrade these sites are expensive making
it difficult to improve technology in all demographic areas.
After discussing the current Aubum City Code on wireless communication facilities
Commission is supportive of staff bringing this item back for updates to the code
addressing the wireless terminology, incerrtives for design controls and integration
into existing structures as well as other code requirements on new strudures.
