Pledge of Allegiance City Council Meeting November 2, 2015 - 7:00 PM Auburn City Hall MINUTES Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the Council Chambers located in Auburn City Hall, 25 West Main Street in Auburn, and led those in attendance in the Pledge of Allegiance. B. Roll Call City Councilmembers present: Deputy Mayor Holman, Rich Wagner, Bill Peloza, Largo Wales, Wayne Osborne, Claude DaCorsi, and Yolanda Trout. Department directors and staff members present included: City Attorney Daniel B. Held, Director of Administration Dana Hinman, Chief of Police Bob Lee, Community Development and Public Works Director Kevin Snyder, Assistant Director of Engineering Services Ingrid Gaub; Network Services Manager Brian Garbarino, Parks, Arts and Recreation Director Daryl Faber, Finance Director Shelley Coleman,, and Deputy City Clerk Shawn Campbell. ANNOUNCEMENTS, PROCLAMATIONS, AND PRESENTATIONS A. Introduction of the Public Affairs Research Consultants (PARC Resources) Director Faber introduced Stan Foster from the Public Affairs Research Consultants (PARC). The City has contracted with PARC to create a feasibility study for the Auburn Avenue Theater. PARC has an expertise in developing a sustainable downtown arts program. Mr. Foster thanked Council for hiring PARC. He complimented Park, Arts and Recreation staff for all of their help. The study will provide Council the information needed to make decisions for the downtown area in the future. B. National Diabetes Awareness Day Proclamation Mayor Backus to proclaim November 10th as National Diabetes Awareness Day in the City of Auburn Mayor Backus declared November 10th as National Diabetes Awareness Day in the City of Auburn and presented, the proclamation to Jason Bevy, Executive Director of the Auburn Valley YMCA. Mr. Berry thanked the Mayor and Council for recognizing National Diabetes Awareness Day. He noted the Auburn YMCA is hosting the 10th annual Diabetes Prevention Symposium. Page 1 of 5 C. Global Entrepreneurship Week Proclamation Mayor Backus to proclaim November 16th -20th as Global Entrepreneurship Week in the City of Auburn Mayor Backus read and presented a proclamation declaring the week of November 16th -20th as Global Entrepreneurship Week in the City of Auburn. Derek Enz -, Mountainview High School DECA advisor, Amanda Enz and Emily Watling accepted the proclamation from Mayor Backus. Ms. Watling stated the DECA program's goal is to promote the idea of entrepreneurship to the citizens of Auburn. D. American Education Week Proclamation Mayor Backus to proclaim November 16th -20th as American Education Week in the City of Auburn Mayor Backus read and presented a proclamation declaring the-week of November 16th -20th as American Education Week in the City of Auburn to Carolyn Olson, Primary Representative on the Executive Board. Ms. Olson thanked the Mayor and Council for their support of education. III. APPOINTMENTS There was no appointment for Council consideration. IV. AGENDA MODIFICATIONS There was no agenda modification. V. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Public Hearings No public hearing was scheduled for this evening. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. Those wishing to speak: are reminded to sign in on the form provided. No audience members came forward to speak. C. Correspondence There was no correspondence for Council review. VI. COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Committee_ s' progress on assigned tasks and may give their recommendations to the City Council, if any. Councilmember Wales reported on behalf of the Council ad hoc committee that reviews claims and payroll vouchers. Councilmember Wales reported Councilmember Osborne and she reviewed claims and payroll vouchers as presented on this evening's Consent Agenda, and the ad hoc committee recommends their approval. Page 2 of 5 VII. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. October 19, 2015 City Council Minutes B. Claims Vouchers (Coleman) Claims voucher numbers 435917 through 436121 in the amount of $3,566,501:06 and four wire transfers in the amount of $210,229.43 and dated November 2, 2015. C. Payroll Vouchers (Coleman) Payroll voucher numbers 535935 through 535975 in the amount of $323,447.97, electronic deposit transmissions in the amount of $1,384,623.24 for a grand total of $1.,708,071.21 for the period covering October 15, 2015 to October 28, 2015. D. Public Works Project No. CP1304 (Snyder) City Council to approve final pay estimate No.4 to Contract N.o. 14 -12 in the amount of $0.00 and accept construction of project No. CP1304 — 37th Street NW and B Street NW Pre - Signal E. Call for Public Hearing. (Coleman) City Council to call for Public Hearing No. 2 for the Mid - Biennial Review and Modification of the 2015 -2016 Biennial Budget to be held November 16, 2015 Deputy Mayor Holman moved and Councilmember Osborne seconded to approve the Consent Agenda. The Consent Agenda includes minutes, claims vouchers, payroll vouchers, a Public Works Project and a request to call for public hearing on the mid - biennial budget review and modification. MOTION CARRIED. 7 -0 VIII. UNFINISHED BUSINESS There was no unfinished business. IX. NEW BUSINESS A. SCORE Jail Update Mayor Backus is the City's representative on the South Correctional Entity (SCORE) Board and presented a PowerPoint presentation on SCORE Jail statistics. The SCORE member cities include Auburn, Renton, Federal Way, Tukwila, Burien, SeaTac and Des Moines. Mayor Backus reviewed SCORE Member City Billable Average Daily Population (ADP) for September, which was at 295 for member cities. Auburn's ADP in September was 63. Mayor Backus reviewed Total ADP by Month and Year for September 2015. Contract agencies ADP in September 2015 was 35 Page 3 of 5 compared to member cities ADP of 295. Mayor Backus reviewed Auburn Billable ADP for 2013 to 2015, Total Bookings for Member and Contract Agencies, Member Bookings by Agency, Member Agency Bookings by Type, a breakout of contract inmates by agency, SCORE Contract Billable ADP 2014 -2015, Male versus Female Bookings for 2015, and September 2015 Member Agency Arrests by Inmate's City of Residence. X. ORDINANCES A. Ordinance No. 6577, First Reading (Coleman) An Ordinance of the City Council of the City of Auburn, Washington, establishing the levy for regular property taxes by the City of Auburn for collection in 2016 for general city operational purposes in the amount of $18,017,836.00 Councilmember Wales moved and Councilmember DaCorsi seconded to adopt Ordinance No. 6577. Councilmember Wales stated the levy rate is based on information received from King County. Director Coleman explained this levy allows the City to collect the '1 % increase from property taxes and an additional $400,000.00. B. Ordinance No. 6578, First Reading (Coleman) An Ordinance of the City Council of the City of Aubum; Washington, establishing a substantial need for an increase above the rate of inflation to the levy for regular property taxes by the City of Auburn for collection in 2016 for general city operational purposes Deputy Mayor Holman moved and Councilmember Trout seconded to adopt Ordinance No. 6578. Councilmember Wales asked if funds collected from Ordinance No. 6578 are related to the funds collected from Ordinance No. 6577. Director Coleman explained the two Ordinances give the City the authority to collect additional funds for different reasons. Declaring the special need allows the City to be able to bank the property tax capacity for future years. XI. RESOLUTIONS A. Resolution No. 5178 (Snyder) A Resolution of the City Council of the City of Auburn, Washington, approving the submittal of the City's 2015 Comprehensive Water Plan to King County and the Washington State Department of Health for review and approval Deputy Mayor Holman moved and Councilmember Peloza seconded to adopt Resolution No.. 5178. Resolution No. 5180 (Hinman) Page 4 of 5 A Resolution of the City Council of the City of Auburn, Washington_, approving the Lodging Tax Grant disbursement recommended by the Auburn Lodging Tax Advisory Committee and the Auburn Tourism Board Councilmember Wales moved and Deputy Mayor Holman seconded to adopt Resolution No.. 5180. Councilmember Wales stated she is pleased with the variety and requested consideration be given to Hops and Crops in the next grant cycle. MOTION CARRIED. 7 -0 XII. MAYOR AND COUNCILMEMBER REPORTS At this time the Mayor and City Council may report on their significant City - related activities since the last regular Council meeting. A. From the Council Councilmember Peloza reported he attended the South County Area Transportation Board meeting and the Water Resource Inventory Area 9 (WRIA 9) meeting. Councilmember Trout reported she attended the "Evening With the Auburn Valley YMCA ". B. From the Mayor Mayor Backus reported she attended the Seattle Metropolitan Chamber of Commerce Conference, the 2015 Auburn City Council Retreat and the Halloween Harvest Festival at Washington Elementary.
