Mayor Nancy Backus called the meeting to order at 7:00 p.m. in the Council Chambers at Aubum City Hall, 25 West Main Street in Aubum and led those in attendance in the Pledge of Allegiance. B. Roll Call Councilmembers present: Larry Brown, Claude DaCorsi, John Holman, Biil Peloza, Yolanda Trout-Manuel, Largo Wales. Oeputy Mayor Bob Baggett arrived at 7:05 p.m. Mayor Nancy Backus and the following departrn"ent directors and staff members were present: City Attomey Daniel B. Heid, information and Technology Director Paul Haugan, Finance Director Shelley Coleman, Parks, Arts and Recreafion Director Daryl Faber, Human Resource and Risk Management Director Rob Roscoe,Assistant Director of Engineering Services/City Engineer Ingrid Gaub, Assistant Chief of Police Bill Pierson, Assistant CityAttomey Doug Ruth, and City Clerk Danielle Daskam. II, ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS A. Sikh Heritage Day Proclamation Mayor Backus to proclaim April 14, 2018 as "Sikh Heritage Day' in the ciiy of Aubum.. Mayor Backus introduced Kent City Councilmember Satwinder Kaur and PPesident of Sacha Marg Harchhinder Singh. Mayor Backus read and presented a proctamation declaring April 14, 2018 at Sikh Heritage Day in the city of Aubum. Mayor Backus urged citizens to recognize the contributions of the Sikh heritage to the Auburn community. B. Sexual AssaultAwareness Month Proclamation Mayor Backus to proclaim April 2018 as "Sexual Assault Awareness Month" in the city of Aubum. Mayor Backus read and presented a proclamation declaring April 2018 as Page 1 of 6 Sexual Assault Awareness Month in the city of Aubum to MonaLisa Bauman and Robin Hopkins. Ms. Bauman and Ms. Hawkins are Aubum residents and members of 4he King County Sexual Assault Resource Center Speakers Bureau. C. Arbor Day Proclamation Mayor Backus to declare April 19th, 2018 as "Arbor Day" in the city of Aubum. Mayor Backus read and presented a proclamation declaring April 19, 2018 as Arbor Day in the city of Aubum to Parks, Arts and Recreation Director Daryl Faber. Director Faber thanked the the Aubum Garden Club for donating this year's Arbor Day tree, a Wildfire Black Gum. III. APPOINTMENTS IV V. VI A. Board and Commission Appointments City Council to confirm the appointment of Michael Palko-Dean to the Parks and Recreation Board for a#hree-year term to expire December31, 2020. Councilmember John Holman moved and Councilmember Peloza seconded to confirm the appoirrtment of Michael Palko-Dean to the Parks and Recreation Boarii. f�[�Si[�P[�l_\:7:71��I�I�I_�ID uI�[�I�b��'iidi; AGENDA MODIFICATIONS There was no change to the agenda. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. L C. Public Hearings -(No public hearing is scheduled for this evening.) No public hearing was scheduled for this evening. Audience Participation This is the p/ace on the agenda where the pu6lic is invited to speak to the City Council on any issue. Those wishing fo speak are ieminded to sign in on the fo�m provided. Bob Zimmerman, 33029 46th Place South, Aubum Mr. Zimmerman spoke regarding a concem with his neighbor's wall and #he City's response. Virgnia Haugen, 2503 R Street SE, Auburn Ms. Haugen read her lettercommending Councilmember Largo Wales for her service on the Council. Correspondence (There is no correspondence for City Council review.) There was no correspondence for Council review. _ _ COUNCILAD HOC COMMITTEE REPORTS Page 2 of 6 Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Commi#tees' progress on assigned tasks and may give their recommendation to the City Council, if any. Councilmember DaCorsi, chair of the Roads Projects ad hoc committee, reported the committee met March 27th with Assistant Director of Engineering Services/City Engineer Ingrid Gaub and Traffic Engineer James Webb. The committee reviewed the Transportation Improvement Plan projects. The next meeting of the committee is scheduled for April 17. Councilmember Brown, chair of the Finance ad hoc committee, reported he and Councilmember Holman reviewed 149 claim vouchers totaling approximately $2.1 million and payroll for the period of March 15 to March 28 in the approximate amount of $2.4 million. Councilmember Brown reported all items were in order. VI I. CONSENT AGENDA Al/ matters listed on the ConsentAgenda are considered by the City Council to be rr�utine and will be enacted by one motion in the form listed. A. Minutes of the March 19, 2018 Regular City Council Meeting B. Minutes of the March 12, 2018 City Council Study Session C. Claims Vouchers (Coleman) Claims vouchers 448097 through 448238 in the amount of $1,325,835.61 and seven wire transfers in the amount of $705,277.99 and dated April 2, 2018. D. Payroll Vouchers (Coleman) Payroll check numbers 537834 through 537856 in fhe amount of $522,703.11 and electronic deposit fransmissions in the amount of $1,912,395.85 for a grand total of $2,435,098.96 for the period covering March 15, 2018 to March 28, 2018. Deputy Mayor Baggett moved and Councilmember DaCorsi seconded to approve the Consent Agenda. MOTION CARRIED UNANIMOUSLY. 7-0. VI I I. UNFINISHED BUSINESS Councilmember Wales spoke regarding the March 5, 2018 City Council meeting where she said she used inappropriate language towards a fellow Councilmember. Councilmember Wales apologized to fhe City Council and the public and stated she would eease and desist and leam from the experience and will hopefully represent the citizens to fhe best of her ability. Councilmember Wales stated she will continue to work with the Couneil to improve leadership and eommunication among the Council. IX. NEW BUSINESS Page 3 of 6 There was no new business. X. ORDINANCES A. Ordinance No. 6674 (Gaub) An Ordinance of the City Council of the Gity of Auburn, Washington, granting a franchise agreement for a petroleum p�oducts pipeline to Olyrripic Pipe Line Company, LLC Councilmember Brown moved and Councilm"ember Holman seconded to adopt Ordinance No. 6674. MOTION CARRIED UN;4NIMOUSLY. 7-0 B. Ordinance No. 6680 (Coleman) An Ordinance of the City Council of the City of Aubum, Washington, amending Ordinance No. 6621, the 2017-2018 Biennial Budget Ordinance; as amended by Ordinance No. 6646, Ordinance No. 6656, Ordinance No. 6665, and Ordinance No. 6666, authorizing amendment to the City of Aubum 2017-2018 Budget as set forth in Schedule "A" and Schedule "B" Councilmember Peloza moved and Councilmember Trout-Manuel seconded to adopt Ordinance No. 6680. MOTION CARRIED UNANIMOUSLY. 7-0 XI. RE.SOLUTIONS A.. Resolution No. 5357 (Gaub) A Resolution of the City Council of the City of Aubum, Washington, authorizing the Mayor to sign an I nteriocal Agreement with other Washington agencies for 4he purpose of receiving and providing water/wastewater mutual aid in the event of an emergency Deputy Mayor Baggett moved and Councilmember Holman seconded to adopt Resolution No. 5357. MOTION CARRIED UNANIMOUSLY. 7-0 B. Resol.ution No. 5359 (Gaub) A Resolution of the City Council of the City of Aubum, Washington, authorizing the City to apply for and, if awarded, to accept grant funds in the amount of $136,111.00 from the Washington State Department of Transportation, Aviation Division, to perform the design, land acquisition, anii construction of the Aubum Municipal Airport Runway Enhancement Project for the Aubum Municipal Airport and authorizing the execution of the grant agreement therefore Councilmember Peloza moved and Gouncilmember Trout-Manuel seconded to adopt Resolution No. 5359. MOTION CARRIED UNANIMOUSLY. 7-0 C. MOTION CARRIED UNANIMOUSLY. 7-0 XII. MAYORANDCOUNCILMEMBERREPORTS At this time the Mayor and City Council may report on significant items associated with theirappointed positions on federal, sfate, regional and local organizations. I� L] From the Council Councilmember DaCorsi reported on his attendance at the Regional Transit Committee meeting where the Committee received an update on the One City Center project. Councilmember Holman reported on his attendance at the groundbreaking ceremony for the new Olympic Middle School, the Washington State Forensics Investigation Council meeting, and the SCORE (South Correctional Entity) Board meeting. Councilmember Wales reported on her work with Aubum Valley Art Gallery.. Councilmember Trout-Manuel reported on her attendance at the Regional Law, Safeiyand Justice Committee. Councilmember Peloza reported on his attendance at the Water Res.ource InventoryArea (WRIA) 9 meeting. Fromthe Mayor Mayor reported on her participation in and the activities of the One Table initiative to prevent homelessness. Mayor Backus also reported on her attendance at the 2018 spring leadership for fire chiefs and administrators where she participated on a panel relating to fire service, 4he Aubum Mountainview High 8chool Booster Cfub funiiraiser, the Auburn Valley Humane Society fundraiser, the Aubum Little League opening day, and 4he King County Executive's State of the County address. Mayor Backus also repoRed on fhe City Council budget retreat, and thanked Councilmembers and directors for their participetion. XIII. EXECUTIVE SESSION Executive Session At 7:34 p,m. ('rmmediately following Audience Participation), Mayor Backus recessed the meeting to executive session for approximately Page 5 of 6 15 minutes in order to discuss a complaint against a public o�cial, pursuant to RCW 42:30.110(1)(f). City Attomey Heid and Human Resources and Risk Management Di�ector Rob Roscoe also attended fhe execufive session. At 7;52 p.m, and 7:57 p,m., the executive session was extended five minutes each time. The regular meeting was recorrvened at 8:04 p.m. XIV.
