WASHINGTON MINUTES
I. CALL TO ORDER
Mayor Nancy Backus called the meeting to order at 5:00 p.m. in the
Council Chambers of Auburn City Hall, 25 West Main Street in Auburn.
A. Roll Call
Councilmembers virtually present: Deputy Mayor Claude DaCorsi, Bob
Baggett, Larry Brown, Robyn Mulenga and Yolanda Trout-Manuel.
Councilmembers James Jeyaraj and Chris Stearns were excused.
Mayor Nancy Backus and the following department directors and staff
members were present: Director of Innovation and Technology David
Travis, Innovation and Technical Support Specialist Danika Olson, Network
Analyst Brian Nguyen, Chief of Police Dan O'Neil and Deputy City Clerk
Teresa Mattingly.
The following department directors and staff members virtually present:
City Attorney Kendra Comeau,Assistant Information and Technology
Director Ashley Riggs, Director of Administration Dana Hinman, Director of
Finance Jamie Thomas and Director of Community Development Jeff
Tate.

A. Virtual Participation
The Special City Council Meeting was held virtually and in person in the Council
Chambers.
III. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS
A. Mayor Backus to proclaim an emergency related to COVI D-19
and the City's commitment to provide a continuing response
Mayor Backus read and proclaimed an Emergency and Temporary
Moratorium on Residential Late Payment Fees, an Emergency and
Temporary Moratorium on Commercial Evictions and directed City staff to
identify opportunities to assist Auburn residents, small businesses, tenants,
and other people in Auburn affected by COVI D-19.

IV. ORDINANCES
A. Ordinance No. 6767 (Thomas)
An Ordinance temporarily waiving late fees for utility accounts and airport fees,
superseding certain sections of Auburn City Code requiring payment of such late fees
as set forth in ACC 12.56.045; 13.06.300; 13.06.511; 13.20.390; and 13.48.120, in
light of a declared Public Health Emergency Related To COVI D-19
Deputy Mayor DaCorsi motioned and Councilmember Trout-Manuel
seconded to suspend City Council Procedure Rule 3.1(N)(2) requiring any
Ordinance to be included on a Study Session agenda prior to being
included in a Council Meeting agenda for consideration.
MOTION CARRIED UNANIMOUSLY. 5-0
Deputy Mayor DaCorsi moved and Councilmember Baggett seconded to
adopt Ordinance No. 6767.
MOTION CARRIED UNANIMOUSLY. 5-0
V. RESOLUTIONS
A. Resolution No. 5506 (Thomas)
A Resolution ratifying Emergency Proclamation 2020-03 establishing a temporary
moratorium on residential tenant late fees related to late payments
Deputy Mayor DaCorsi moved and Councilmember Mulenga seconded to
adopt Resolution No. 5506.
MOTION CARRIED UNANIMOUSLY. 5-0
Council discussed extending the moratorium if necessary.
B. Resolution No. 5507 (Martinson)
A Resolution confirming the Appointment of Kendra Comeau as the City Attorney for
the City of Auburn
Deputy Mayor DaCorsi moved and Councilmember Trout-Manuel
seconded to adopt Resolution No. 5507.
MOTION CARRIED UNANIMOUSLY. 5-0
C. Resolution No. 5508 (Thomas)
A Resolution ratifying Emergency Proclamation 2020-04 establishing a temporary
moratorium on commercial evictions
Deputy Mayor DaCorsi moved and Councilmember Baggett seconded to
adopt Resolution No. 5508.

VI. ADJOURNMENT
There being no further business to come before the Council, the meeting
was adjourned at 5:17 p.m.
