I. CALL TO ORDER II. PUBLIC PARTICIPATION 1. Public Participation The City Council Meeting was held in person and virtually. A. Pledge of Allegiance Deputy Mayor Claude DaCorsi called the meeting to order at 7:00 p.m. in the Council Chambers of Auburn City Hall, 25 West Main Street and led those in attendance in the Pledge of Allegiance. B. Roll Call Councilmembers virtually present: Bob Baggett, Larry Brown, James Jeyaraj, Robyn Mulenga, Chris Stearns and Yolanda Trout-Manuel. Deputy Mayor Claude DaCorsi, Director of Innovation and Technology David Travis, Chief of Police Mark Caillier, Innovation and Technical Support Specialist Danika Olson and Deputy City Clerk Teresa Mattingly were in Chambers. The following department directors and staff members attended the meeting virtually: City Attorney Kendra Comeau, Director of Public Works Ingrid Gaub, Director of Finance Jamie Thomas, Director of Community Development Jeff Tate, Director of Parks,Arts and Recreation Daryl Faber, Real Estate Manager Josh Arndt, Senior Planner Alexandria Teague and Assistant Director of Innovation and Technology Ashley Riggs. Mayor Nancy Backus was absent. III. ANNOUNCEMENTS, PROCLAMATIONS,AND PRESENTATIONS A. Proclamation- Small Business Saturday Mayor Backus to proclaim November 28, 2021 as "Small Business Saturday" in the City of Auburn Deputy Mayor DaCorsi read and proclaimed November 28, 2021 as "Small Business Saturday" in the City of Auburn. Proclamation- GIS Day Mayor Backus to proclaim November 17, 2021 as "GIS Day" in the City of Auburn Deputy Mayor DaCorsi read and proclaimed November 17, 2021 as "GIS Day" in the City of Auburn. IV. NEW BUSINESS There was no new business. V. CITIZEN INPUT, PUBLIC HEARINGS AND CORRESPONDENCE A. Public Hearings 1. Public Hearing In Person or Virtual Participation 2. 2021-2022 Mid-Biennial Budget Amendment Public Hearing Deputy Mayor DaCorsi opened the public hearing for the 2021-2022 Mid-Biennial Budget Amendment at 7:06 p.m. No written comments were received and no one came forward to speak, he closed the hearing. B. Audience Participation This is the place on the agenda where the public is invited to speak to the City Council on any issue. 1. The public can participate in-person or submit written comments in advance. No public comments were received and no one came forward to speak. C. Correspondence There was no correspondence for Council to review. VI. COUNCIL AD HOC COMMITTEE REPORTS Council Ad Hoc Committee Chairs may report on the status of their ad hoc Council Committees' progress on assigned tasks and may give their recommendation to the City Council, if any. 1. Finance Ad Hoc Committee (Chair Baggett) Councilmember Baggett, Chair of the Finance ad hoc committee, reported he and Councilmember Jeyaraj have reviewed the claims and payroll vouchers described on the agenda this evening and Page 2 of 5 recommended their approval. VII. CONSENT AGENDA All matters listed on the Consent Agenda are considered by the City Council to be routine and will be enacted by one motion in the form listed. A. Minutes of the October 25, 2021 Study Session B. Minutes of the November 1, 2021 Regular Council Meeting C. Claims Vouchers (Thomas) Claim voucher list dated November 15, 2021 which includes voucher numbers 465613 through 465798 in the amount of$1,509,055.64 and six wire transfers in the amount of $1,109,462.46 D. Payroll Vouchers (Thomas) Payroll check numbers 539216 through 539221 in the amount of$77,107.40, electronic deposit transmissions in the amount of$2,242,511.03, for a grand total of $2,319,618.43 for the period covering October 27, 2021 to November 9, 2021 are approved for payment this 15th, day of November, 2021 Councilmember Trout-Manuel moved and Councilmember Brown seconded to approve the consent agenda. MOTION CARRIED UNANIMOUSLY. 7-0 VIII. UNFINISHED BUSINESS There was no unfinished business. IX. ORDINANCES A. Ordinance No. 6837 (Thomas) An Ordinance amending Ordinance No. 6794, the 2021-2022 Biennial Operating Budget Ordinance, and Ordinance No. 6796, the 2021-2022 Biennial Capital Budget Ordinance, as set forth in Schedule "A" and Schedule "B" Councilmember Baggett moved and Councilmember Jeyaraj seconded to adopt Ordinance No. 6837. MOTION CARRIED UNANIMOUSLY. 7-0 B. Ordinance No. 6838 (Tate) An Ordinance relating to the regulation of land uses on and surrounding the Auburn Municipal Airport, amending Chapters 18.38 and 18.04, and Sections 18.01.030 and 18.23.030 of the Auburn City Code; and, amending the Comprehensive Zoning Map creating a new airport overlay Councilmember Stearns moved and Councilmember Brown seconded to Page 3 of 5 adopt Ordinance No. 6838. MOTION CARRIED UNANIMOUSLY. 7-0 C. Ordinance No. 6842 (Thomas) An Ordinance establishing the Levy for Regular Property Taxes by the City of Auburn for collection in 2022 for general City operational purposes in the amount of $23,897,840 Councilmember Baggett moved and Councilmember Jeyaraj seconded to adopt Ordinance No. 6842. MOTION CARRIED UNANIMOUSLY. 7-0 X. RESOLUTIONS A. Resolution No. 5623 (Comeau) A Resolution authorizing the Mayor to execute an Access Easement in favor of King County for access across a portion of City owned property—Tract E of Auburn 40 P. U. D. Councilmember Stearns moved and Councilmember Trout-Manuel seconded to adopt Resolution No. 5623. MOTION CARRIED UNANIMOUSLY. 7-0 B. Resolution No. 5626 (Gaub) A Resolution setting a Public Hearing to consider the vacation of right-of-way of a portion of West Main Street, east of Lund Road SW, within the City of Auburn Councilmember Stearns moved and Councilmember Trout-Manuel seconded to adopt Resolution No. 5626. MOTION CARRIED UNANIMOUSLY. 7-0 C. Resolution No. 5628 (Tate) A Resolution adopting the 2022 Community Development Block Grant Action Plan for the consolidated plan years 2020-2024 Councilmember Mulenga moved and Councilmember Jeyaraj seconded to adopt Resolution No. 5628. MOTION CARRIED UNANIMOUSLY. 7-0 D. Resolution No. 5631 (Thomas) A Resolution authorizing the Mayor to execute an agreement between the City of Auburn and the Department of Ecology to implement the 2021-2023 Local Solid Waste Financial Assistance Grant Program and accepting program grant funds Councilmember Baggett moved and Councilmember Trout-Manuel seconded to adopt Resolution No. 5631. Page 4 of 5 MOTION CARRIED UNANIMOUSLY. 7-0 Xl. MAYOR AND COUNCILMEMBER REPORTS At this time the Mayor and City Council may report on significant items associated with their appointed positions on federal, state, regional and local organizations. A. From the Council Councilmember Trout-Manuel reported she attended a National League of Cities Hispanic Elected Local Officials (HELO) meeting and a Human Development Federal Advocacy Committee meeting. Councilmember Stearns reported he attended the Puget Sound Regional Council Equity Advisory Committee meeting,Association of Washington Cites (AWC) meeting, WRIA-9 Watershed Ecosystem Forum and a webinar with AWC on Developing a Local Climate Action Strategy. Deputy Mayor DaCorsi thanked everyone on behalf of Mayor Backus for attending the Veterans Parade and reported he attended the Association of Washington Cites (AWC) Legislative Priorities Committee meeting. B. From the Mayor Mayor Nancy Backus was absent. XII.
